Duties

Acts as subject-matter expert to provide policy recommendations and advice to AEE and senior management on a broad range of aviation emissions issues, including: sustainability, climate change and adaptation, emissions effects from fuel components and formulations, agency policy and procedures for compliance with the Clean Air Act and the National Environmental Policy Act, and proposed emissions legislation that may be relevant to FAA.

Plans and oversees comprehensive aviation emissions research and development activities that analyze, quantify, and reduce or eliminate the impacts of civil aviation emissions, including the development of analytical tools. This includes assisting management in the development, analysis, and preparation of recommendations for policies, regulations, programs, and projects related to monitoring, measuring, modeling, and mitigating the impacts of aviation emissions on the environment.

Coordinates with other government and standard setting organizations on the advancement of technical emissions topics, including but not limited to: SAE International, American Society for Testing and Materials (ASTM), National Aeronautical and Space Administration (NASA), Environmental Protection Agency (EPA), National Oceanic and Atmospheric Administration (NOAA), Department of Energy (DOE), Federal Highways Administration (FHWA), Federal Transit Administration (FTA), and the Department of Defense (DoD).

Advises the Emissions Division Manager (AEE-300), the Chief Scientific and Technical Advisor for Environment and Energy (AEE-3), the Executive Director of Environment and Energy (AEE-1), and the Assistant Administrator for Policy, International Affairs, and Environment (APL-1) on matters related to aviation emissions.

Represents the FAA at domestic and international meetings and working groups, including presenting or defending FAA and U.S. policies on aviation emissions. Serve, as necessary, as an FAA representative at international venues, including the International Civil Aviation Organization (ICAO). Coordinates with other FAA offices and lines of business that are involved in aviation emissions-related programs.

Provides technical and scientific leadership and support on critical aviation emissions initiatives, plans, and programs important to the overall success of the FAA.

Applies experience and expert technical knowledge of physical science, as well as an understanding of new technologies and methodologies, to perform critical tasks requiring the development of new concepts, systems, or innovative approaches. Identifies and resolves highly complex problems or issues which often cross organizational boundaries and impact on the accomplishment of FAA's strategic objectives. Acquires and allocates resources to accomplish work activities within established schedules.

Regularly reviews projects and programs to make sure they are aligned with short and long-term Agency goals, objectives, and plans. Establishes and refines emissions research objectives to support those goals and plans.

Serves in a leadership position that influences a technical workforce by facilitating the integration of programs and policies; advocating the tactical use of concepts and technologies to advance the strategic goals of the organization. Coordinates with multiple internal/ external customers, other FAA lines of business, and industry on unique issues; and coordinates, monitors and tracks multiple activities and programs across the organization.

Contacts are routinely internal and external to AEE's Emissions Division. Internal contacts are with subordinates, peers, and higher-level management to discuss the statuses and results of projects/programs and plan for the future. May represent APL or the FAA externally as a primary point of contact for policies/procedures or other project/program purposes. Has the authority, within guidelines, to make commitments, establish new policies/procedures, and to make exceptions when necessary.

Qualifications

In addition to meeting the basic educational requirements specified below in the Education section:

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

Experience actively working within industry-specific technical groups that successfully publish
and update standards and recommended practices, OR;

Experience actively participating in an international United Nations regulating body such as the International Civil Aviation Organization (ICAO) as part of a standard setting process to control pollutant emissions from aircraft engines. OR;

Experience sharing management of technical projects with counterparts in Foreign government civil aviation departments rooted in airworthiness certification.

Basic Requirements:
  • Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
    or
  • Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

  • If you are a current or former Federal employee, and you currently hold or previously held a position classified in the 1301 occupational series, you are not required to submit a college transcript provided you upload a copy of the SF-50, Notification of Personnel Action, verifying your classification in the 1301 occupational series.
