Duties

As an Engineer, you will oversee, coordinate, and monitor activities related to construction grants and other supplemental grant awards.

Your major duties and responsibilities will include:
  • Performing application reviews for the Health Center Construction program and conducting monitoring activities.
  • Performing assigned portions of professional or technical projects or assignments involving such duties as reviewing technical engineering aspects of applications, designs, or proposed plans for compliance with laws, regulations, standards, specification, or other requirements.
  • Providing input on management information systems for internal control of projects, to include assigning, tracking, reporting, output, and coordination.
  • Providing engineering project consultation and technical evaluation services to program staff, grant awardees, and local/state/federal agencies with specific emphasis on services during the post-grant award phase.

Applicants must meet the OPM Basic Requirements for all professional engineering positions by method A or B.

A.
Degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following factors outlined in OPM's Individual Occupational Requirements for Professional Engineering Positions.

In addition to the above OPM Requirements, in order to qualify for this position at the GS-11 or GS-12, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to next lowest grade in the federal service.

Professional engineering experience is defined as non-routine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-11: Applicants may meet the minimum qualifications for this grade based on one of the methods below:

Experience: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-9 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-9 level include performing the following types of tasks on a regular and recurring basis:

Assisting in planning, developing, and implementing engineering components for assigned programs and projects.

OR

Assisting in identifying and resolving issues that impact programs and projects.

OR

Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher level graduate education must be in a major field of study directly related to the work of this position.

OR

Have an equivalent combination of the above minimum qualifying specialized experience AND higher level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position.

GS-12: Experience: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis:

Interpreting and evaluating construction drawings, specifications, etc., and making recommendations to address issues.

AND

Assisting project officers with multi-year/multi-phase construction, renovation, and improvement project plans.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education

This position has an education requirement. You must submit a copy of your transcripts (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education requirement.
