LOCATION OF POSITION

MDH/Prevention and Health Promotion Administration, Center for Cancer Prevention and Control/Cancer Screening Programs Unit/Comprehensive Cancer Control Program/CCD Bureau, Baltimore, Maryland

Main Purpose Of Job

This position will administer direct cancer screening activities for the Maryland Department of Health's (MDH) Prevention and Health Promotion Administration's (PHPA) Center for Cancer Prevention and Control's (CCPC) Cancer Screening Programs Unit, as well as for the Comprehensive Cancer Control Program (CCCP). Within the Cancer Screening Programs Unit, in particular the Breast and Cervical Cancer Program (BCCP) and the Cigarette Restitution Fund – Cancer Prevention, Education, Screening, and Treatment (CRF-CPEST) Program, this position will oversee the funding of local grantees, in order to provide outreach, education, cancer screening, patient navigation, and diagnostic services to low-income, uninsured and under-insured Marylanders.

 

Grant monitoring responsibilities will be divided among at least six staff members in the CCPC. This position will provide day-to-day operational support, direction and oversight of the administration of all BCCP and CRF-CPEST direct cancer screening grants. This will include the development and implementation of policies and procedures; the delivery of internal communications to grant monitors; the monitoring of workflow; the tracking of the receipt and approval of deliverables; and, communication with grantees. 

 

This position will also support the Cancer Screening Programs Unit by drafting procurement documents, serving on procurement evaluation committees, reviewing complex budgets, and compiling data and information for State and federal reporting. Additionally, this position will serve as a Grant Monitor for multiple local cancer screening programs, while providing technical assistance to grantees in order to help them achieve screening targets and goals. 

 

The CCCP will lead the development and implementation of the Maryland Comprehensive Cancer Control Plan, which serves as the foundation for cancer prevention and control priorities in the state of Maryland. Current CCCP projects will focus on health equity and topics, such as HPV vaccination, colorectal cancer screenings, lung cancer screenings, and cancer survivorship. This position will provide policy analysis and program evaluation support to the CCCP. Furthermore, when needed, this position will also assist with the planning, coordination and facilitation of CCCP trainings and stakeholder meetings.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.

Experience: Five years of professional experience in health services, two years of which must have been in the Health Services option.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2. Experience in the Health Services option must be as follows: professional clinical or administrative work in health or medical services in areas other than Mental Health, Developmental Disabilities or Addictions.

3. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field, plus one additional year of professional experience in health services, for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience monitoring grants, as well as experience reviewing and/or approving budgets and expenditure reports. He/she should also have experience drafting procurement documents, along with experience serving on procurement evaluation committees.
