WMATA's Structural Engineering group is seeking a dynamic Senior Structural Engineer for engagement in a wide variety of projects related to WMATA's vast and diverse infra-structure, both above and underground, consisting of support facilities, tunnels, bridges, parking structures, and private/third party projects development adjacent and impacting WMATA's infrastructure and interests.

This is a very dynamic role with critical responsibilities which will provide significant opportunity for the candidate to influence the state of good repairs within WMATA. Therefore, the successful candidate must be a motivated individual with proven structural engineering skills. The selected candidate will be responsible for reviewing and approving structural designs related to a variety of structures ensuring timely delivery and implementation. The incumbent will also develop directly with in-house staff and consultant team, repair designs for rehabilitation of existing WMATA structures.

Minimum Qualifications

Education
  • Bachelor's Degree in Civil or Structural Engineering

Experience
  • Seven (7) years of Experience in design of industrial buildings and underground structures
  • Experience in design of post-tensioned, precast and pre-stressed structures, support of excavation and retaining walls
  • Experience in inspection, rehabilitation and structural condition assessment of existing structures/bridges

Certification/Licensure
  • Registered Professional Engineer in VA, MD or DC
  • Valid Driver's License
  • Roadway Worker Protection Certification, Level 2 to be attained within 6 months of entry to this position

Preferred
  • Master's degree in Structural Engineering is preferred

Job Summary

The Senior Structural Design Engineer is a licensed professional engineer who administers the production of design documents. This includes the review of design documents, shop and working drawings, catalog cuts, samples and design computations submitted by contractors for approval, with respect to contractual structural requirements and compliance with WMATA design criteria. The incumbent establishes and monitors administrative procedures and allocates available professional manpower to accomplish the technical tasks assigned to the structural section. Additionally, the incumbent initiates responses on complex structural engineering matters submitted to the ENGA department.

Essential Functions
  • Reviews design documents for structural requirements and compliance with WMATA and Federal and jurisdictional codes, statutes, and regulations. Performs constructability reviews and engages with project managers and design consultants to resolve compliance and constructability issues. Reviews are performed to ensure that completed projects have the required safety and durability required of all WMATA facilities.
  • Coordinates and reviews contractor submitted shop and working drawings, and design calculations and computations, related to temporary structures, bridges, deckings, pavements, earth and rock support systems, tunnels, underpinnings, various structural members, facility structural designs, layouts and alignments. Determines approval status, Signs and applies PE Seal, as required to reviewed contractor's submittals. Ensures complete documentation is collected and transferred to knowledge management system and approvals of submittals are managed accurately and in a timely manner.
  • Assigns and monitors document reviews completed by other members of structural engineering section, contractors' shop and working drawings, design calculations and computations relating to all structural and civil elements of the construction. Assigns select tasks to other section professionals and ensures project documentation is compliant, complete and timely so that schedule requirements for design phase and construction phase commencement and budget are met.
  • Serves as a technical lead and subject matter expert for interdisciplinary engineering and project teams to address special construction problems and develop remedies during operation and maintenance at existing rail and bus facilities. Initiates necessary coordination with the appropriate internal staff engineers or outside consultants on difficult and complex technical problems, to obtain solutions. Coordinates responses within and outside WMATA when necessary to ensure optimal solutions are achieved.
  • Uses professional expertise to develop the technical basis for change orders to ongoing construction, and prepare draft Pending Change Order (PCO) documentation to support post-bid design and field changes. Assigns or develops necessary correspondence on the field problems to document solutions. Timely issuance of change orders will reduce unnecessary costs and delays for WMATA as well as the contractors.
  • Prepares or reviews feasibility studies, special reports and investigations on structural systems and subsystems, related to user needs and requirements. Prepares cost estimates, as required. Advises engineering leadership on technical matters.
  • Recommends training and seminars for members of the engineering staff. Stays abreast of state-of-the-art developments in the structural/civil engineering field and applies those techniques and procedures to benefit the Authority's construction program and reconstruction work, ensuring that the candidate and coworkers have access to latest developments in the engineering and construction fields will result in the implementation of best practices.
  • Conducts periodic visits to active construction sites to investigate, conduct reviews and provide advice. Participates as required, in Substantial Completion Inspections, Differing Site Condition inspections, and other field site investigations to ensure that conditions in the field are as has been represented in design documents.

OTHER FUNCTIONS
  • Responds to requests for technical support by operations regarding asset functionality and maintenance and conducts occasional site visits to provide oversight during implementation preparation or resolve constructability issues.
