Overview ANALYST- TECHNOLOGY INNOVATION(SIOP-22-0677-W): Bowhead seeks a Technology Innovation Analysts to join our team in providing program management support in a broad range of services to the Shipyard Infrastructure Optimization Program (SIOP) and assisting our US Navy clients in the execution of the SIOP mission. SIOP is chartered with modernizing the infrastructure at four public shipyards in Pearl Harbor HI, Puget Sound WA, Kittery ME, and Portsmouth VA. The Technology Innovation Analyst educates staff on the use of new technology. Studies emerging trends in the information technology field and their ramifications on the organization. Ensures products and solutions are applied in a manner that maximizes their worth. In addition, Analyst- Technology Innovation is familiar with the field's concepts, practices, and procedures. Responsibilities Job duties include but are not limited to: Support the planning and execution of the evolution of the SIOP modeling and simulation efforts within the shipyards; Provide subject matter expertise for modeling and simulation to accomplish goal of creating digital twins of each shipyard; Perform innovation identification and scoping of potential business improvement opportunities to support SIOP objectives; Conduct assessments and strategy developments in targeted areas to identify best practices/methodologies/technologies to incorporate new technology into the shipyards; Evaluate, track, display, relate and support prioritization of all proposed and active initiatives across Naval Sustainment System Shipyards (NSS-SY) for all four public shipyards; Identify, compare, and contrast new proposed initiatives for optimizing the shipyards based on current industry standards, trends, best practices, emerging technologies and requirements; Provide Industrial Engineering expertise to support design decisions for the shipyard's Area Development Plans and modeling and simulation results; Provide Requirements Engineering and Analysis support: Support the development of SIOP high-level requirements to include shipyard operations, infrastructure, utility systems, building systems, transportation, industrial process transformation and optimization, and equipment modernization; Support requirements workshops to develop detailed requirements for SIOP projects. Detailed requirements development shall encompass collaborating with pertinent SIOP team members and stakeholders to integrate SIP operational needs and KPPs into system-level requirements including consideration for unstated or implied needs. The effort shall also include analyzing the interrelationships, priorities, cost, implementation and operational implications of system requirements; Create Change Management Plan to manage program requirement; Provide verification and validation assessment support for program deliverables against related program requirements. Perform other duties as assigned. Qualifications These are remote positions with occasional support required at government facilities at the Washington Navy Yard. In accordance with Executive Order 14042: Ensuring Adequate COVID Safety Protocols for Federal Contractors, candidates should be aware that they may be required to have received or be willing to receive the COVID-19 vaccine Requires Bachelor's of Science 2 plus years (2+) professional experience with Change Management, Quality Assurance or Process Improvement of military or government programs Must be able to multi-task, manage priorities and work independently with little direction Ability to communicate effectively with all levels of employees and outside contacts. Strong interpersonal skills and good judgment with the ability to work alone or as part of a team CLEARANCE REQUIREMENTS: There are currently no Security Clearance requirements for this position; however, candidates must be able to successfully pass a background check.
