The Department of Housing and Community Development (DHCD) is seeking a results-driven, detail oriented strategic thinker to become HCD's next leader of Financial Management.

Manages all aspects of planning and executing a complex budget with appropriations of nearly $175M, including capital projects. Directs and supervises a division of 25 dedicated professional, technical and administrative staff who are responsible for accounting, budgeting, financial planning and financial reporting for three major enterprises: DHCD, a county government agency; the Fairfax County. Redevelopment and Housing Authority (FCRHA); and entities affiliated with the FCRHA that include nonprofit corporations, limited liability companies and limited partnerships. These entities administer a broad array of affordable housing and community housing and real estate development programs. Oversees and directs all accounting functions in accordance with generally accepted accounting principles as well as federal, state, local and investor requirements including accounts payable and receivable, tenant accounts and collections, grants, fixed assets and loan servicing.

Supervises preparation of multiple budgets and a wide variety of financial reports, audits and tax returns to meet the requirements of the county, of state and federal programs and private lenders/investors, based on two different fiscal years. Utilizes and integrates multiple financial systems, including FOCUS (the county's SAP-based ERP application) to support financial operations. Supervises relations with bond trustee. Serves as primary liaison between DHCD and Fairfax County's departments of Finance and Management and Budget.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in Business, Finance, Accounting or a related field; plus, six years of progressively responsible managerial experience in the area of asset management, accounting, finance, or related area.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a credit check and a driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. PREFERRED QUALIFICATIONS:

Master's degree in public administration or public policy; CPA; broad experience in government budgeting and finance; experience in working with the public, elected officials and government agencies; demonstrated experience in leading and managing a staff of financial/accounting professionals; knowledge of federal housing and community development programs (CDBG, HOME, Housing Choice Voucher (Section 8), Public Housing, Low Income Housing Tax Credits, etc.); experience with asset management, multifamily housing financial operations, revenue bond issues, and accounting for capital projects utilizing multiple funding sources. Skill in government, enterprise and real estate accounting and computer systems; advanced skill with basic Microsoft Office applications. Must be
results-driven, detail-oriented, able to think strategically and multi-task, and have excellent
communication skills (verbal, written and presentation). Candidate must be bondable.

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight. Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer. All duties performed with or without reasonable accommodations.
