Overview:

This is a non-status, non-permanent Personal Services Contract (PSC) position. This position does not provide Competitive or Excepted Service status into the Civil Service.

Key Requirements:

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Top Secret security clearance.

APPOINTMENT DURATION: Temporary Non-Status Contractor Position: 1 year renewable for up to 4 years.

This position is in the Department of State's (DoS) Bureau of Diplomatic Security(DS), Countermeasures Directorate(C), Office of Security Technology(ST), Security Systems Integration Division(SSI), Network Systems Management (NSM).

In this position, you will help identify, develop, evaluate, and implement state-of-the-art existing and emerging security technologies vital for defensive countermeasures to thwart and/or mitigate terrorist attacks upon US national security.

Telework: This is a telework eligible position. 

Travel Required: This position will require minimal travel.

Duties:

  • Develops long/short range plans, strategies, and implements actions for new/upgraded IT Homeland Security Presidential Directive (HSPD-12) platforms used worldwide.
  • Develops related policy, guidance, and procedures for use by other ST staff; forecasts resource requirements, analysis and the identification of potential problem areas and the recommendation of corrective action to resolve issues for projects.
  • Analyzes DOS and DS concepts, studies, forecasts, and objectives to assess the impact on ST long and short-range goals, objectives, and strategic management planning.
  • Interacts with the Bureau’s Information Systems Security Officer (ISSO) to ensure systems are configured, operated, maintained, and disposed of in accordance with all relevant IRM and DS security guidelines.

Qualifications:

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience designing, configuring, installing, integrating and maintaining IT systems..
  • Experience developing related IT policy, guidance, and procedures.
  • Experience developing short and long-term programmatic strategies.
  • Experience introducing IT methodology to identify, evaluate, and minimize risks to IT systems.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.

Benefits:

The Bureau of Diplomatic Security has a program that allows personal services employees to be reimbursed for their health premium costs that they incur during their period of performance. The program pays 72% of the insurance premium cost (to the maximum limits set by OPM annually) for self, self plus one, or self plus family. To be eligible for the PSC Health Insurance Reimbursement Program, the PSC must be included on the plan and NOT be enrolled in any other form of group plan such as a spousal plan or a retirement plan. This program does not cover Dental or Vision supplements.
