Duties

Maintains an awareness of the status of all major program initiatives and goals, specifically technology, data, and policy.

Advises the Assistant Secretary on all matters concerned with the formulation and revision of overall technical policy and program goals as well as achievement strategy.

Serves as troubleshooter and catalyst in identifying bottlenecks, evaluating problems from a technical perspective, exploring ways to resolve problems.

Responsible for generating data on agency activities and mining injuries and illness. This includes data posted on the agency's website, presentations and in testimony and speeches by high level agency officials.

Gathering requirements for reports; designing and developing reports; designing highly complex queries; generating production reports; publishing key indicator reports.

Responsible for issues involving interaction with other agency offices, or other inter-agency activities, policy, and management issues of critical interest to the Assistant Secretary.

Analyze all major milestones and goals established by the Assistant Secretary and MSHA leadership as well as internal initiatives and recommend courses of action.

Responsible for long range planning and developing information and plans related to the future operations of the organization.

This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.

Notification Concerning COVID-19 Vaccinations. As required by Executive Order 14043 , Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency. The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception from this requirement.

Currently, implementation and enforcement of Executive Order 14043 has been suspended pursuant to an injunction pending further litigation.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to the GS-14, in the Federal Service. Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.

Specialized experience must include four of the following:
  • Planning, organizing, developing, and implementing strategic plans and initiatives for improving workplace health and safety.
  • Ability to collaborate with key players and technical experts to evaluate and formulate recommendations and/or solutions for addressing issues, assessing data, drawing appropriate conclusions, developing sound recommendations for agency-wide initiatives.
  • Preparing formal written reports and helping to assure progress through tracking and reporting of milestones and key actions.
  • Experience working collaboratively across multiple program areas to accomplish assignments.
  • Demonstrate discretion and sound judgment in carrying out all aspects of the work.


Education

There is no substitution of education for the GS-15 level.
