Duties

  • Provide objectives and goals, assigns work and responsibilities to subordinates.
  • Provide technical oversight, develops performance plans and evaluates employee's performance.
  • Interview candidates for subordinate positions; recommend hiring, promotion, or reassignments
  • Identify developmental and training needs of employees; provide and/or arrange for needed development and training.
  • Act in the Government's behalf in all disputed contractual issues.
  • Interact with industry and higher echelon government agencies on assigned acquisitions.
  • Make recommendations and decisions related to program planning and evaluation of long-range acquisition projects.
  • Advise officials with broader and higher responsibilities on acquisition issues.
  • Provide procurement guidance on procurement related issues.
  • Perform contract management functions in accordance with Federal Acquisition Regulations and contractual agreements.
  • Responsible for negotiation objectives, participates actively in negotiation procedures, chairs and/or participates in negotiation conferences with senior government officials and industry corporate officers.

  • The duties of this position require occasional temporary duty (TDY) travel, which could be up to 10% of the time.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Back To Basics Update: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional) certification within 36 months as of entrance on duty.
  • Must be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance for the duration of employment.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment (Drug Test) screening, and random testing thereafter.
  • This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).

In order to qualify, you must meet the experience and education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. ** Basic Requirement (IRO)for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Transcripts must be submitted with conferred date.)

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below for specialized experience.

Specialized Experience:

Applicant must have at least one year of specialized experience at the NH-02 (GS-11 equivalent) to include: 1). Performing pre-award, award, and post award contracting functions. 2). Managing all phases of the procurement cycle, from requirement initiation through contract closeout or termination. 3). Providing contracting procurement guidance to customers. 4). Participating in negotiation procedures and determining of best value for the Government. 5). Leading or providing guidance to lower graded specialists.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
