This is a position specific recruitment for the Maryland Department of the Environment (MDE). This recruitment will be used to fill current and future vacancies for this position/function only. The resulting eligible list will be maintained for one year. Persons interested in future vacancies within this classification must re-apply.GRADE15LOCATION OF POSITIONMaryland Department of the EnvironmentLand and Materials AdministrationBiosolids Division1800 Washington Blvd.Baltimore, MD 21230POSITION DUTIESThe Regulatory Compliance Engineer I is an entry level position that will learn to review, analyze, and evaluate engineering designs and specifications, operation and maintenance plans, Nutrient Management Plans (NMP), and other technical and scientific information required by the Code of Maryland Regulations (COMAR) in support of Sewage Sludge Utilization Permit applications for compliance with State laws and regulations, and MDE procedures, policies, and guidelines to ensure the protection of public health and the environment. The incumbent will also learn to prepare Sewage Sludge Utilization Permits.The duties and responsibilities of the position may involve exposure to hazardous conditions and sewage sludge utilization activities. This position requires the use of protective equipment such as steel-toe shoes, helmet, mask, and gloves during site inspections.The incumbent in this position will be required to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive State vehicle.MINIMUM QUALIFICATIONSEducation: A Bachelor's degree in engineering or architecture from an accredited college or university.Experience: None.Notes:Candidates may substitute the possession of a Bachelor s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the required education.Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education.Candidates may substitute US Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.DESIRED OR PREFERRED QUALIFICATIONSIt is preferred that the selected candidate has the following:Engineering degree(s) in one of the following disciplines:Agricultural EngineeringEnvironmental EngineeringLICENSES, REGISTRATIONS AND CERTIFICATIONSEmployees in this classification may be assigned duties which require the operation of a motor vehicle.
