Duties

As a EQUAL EMPLOYMENT OPPORTUNITY MANAGER at the GS-0260-14 some of your typical work assignments may include:
  • Serves as the Equal Employment Opportunity Manager for the Informal and Formal Complaints team.
  • Developing all DTRA-wide policy, procedures and guidance memoranda with regard to individual and class complaints of employment discrimination and retaliation prohibited by Title VII, the Rehabilitation Act, and the Equal Pay Act.
  • Reviewing, analyzing, and processing all complaints for dismissal or acceptance and proceeding with an investigation.
  • Recommending actions appropriate for resolving complex equal employment complaints and collaborating with the Office of General Counsel.
  • Evaluating EEO counselor reports and reports of investigation for completeness, compliance and adherence to EEO standards and guidelines.
  • Reviewing finalized letters, informal resolutions, final agency decisions, orders and negotiated settlement agreements for accuracy and compliance.
  • Coordinating all administrative and logistical support before, during and after investigations, to include gathering data and document request.
  • As the Agency's Alternate Dispute Resolution (ADR) Advisor, designs, implements, and monitors DTRA ADR programs for EEO complaints and other workplace and employment related disputes.
  • Developing and managing the Agency's system for tracking and reporting on the status of EEO complaints to the EEOC in the Annual Federal Equal Employment Opportunity Statistical Report of Discrimination Complaints and for all other internal and external reporting requirements.
  • Conducting studies and/or analysis of management practices, organizational structures, employment trends, lines of progression within grade groupings or occupational job series, etc., to determine the impact on EEO complaints and affirmative employment goals.
  • Formulating and preparing the overall EEO program budget and oversee all EEO complaint contracts.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Experience as an EEO Manager responsible for providing advice and assistance to supervisors, managers and employees.
  • Experience recommending actions appropriate for resolving complex systemic equal employment complaints.
  • Experience obtaining legal sufficiency reviews from General Counsel and advises managers, supervisors and/or employees regarding the legal and regulatory implications.
  • Experience developing finalized letters of Acceptance/Dismissal, Informal Resolutions, Final Agency Decisions, various briefs and prepares Negotiated Settlement Agreements.
  • Experience monitoring the EEOC FEDSEP database and upload compliant documents to ensure compliance.
  • Experience conducting periodic evaluations of the Agency's complaints processes to determine effectiveness, trends, and identify problem areas.
  • Experience as an Alternate Dispute Resolution (ADR) Advisor, designs, implements, and monitors ADR programs for EEO complaints and other workplace and employment related disputes.
  • Experience advising management and employees on provisions of the program, initiates and facilitates program.
  • Experience preparing annual reports for complaints and manages the complaint database.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

IAW Management Directive 110, Chapter 2: MANDATORY EEO COUNSELOR TRAINING REQUIREMENTS, new EEO Counselors must complete a minimum of thirty-two (32) hours of EEO Counselor training prior to assuming counseling duties, and to all EEO Counselors are required to receive at least eight hours of continuing EEO counseling training every year to keep informed of developments in EEO practice, law, and guidance, as well as to enhance and develop counseling skills.
