The Supervisory Court Programs Administrator (Chief), National Programs Branch, will report to the Chief, Programs Division in the Court Services Office (CSO), Department of program Services (DPS). CSO seeks a self-motivated Chief to provide day-to-day oversight, supervision, assistance, support, and coordination of three national programs critical to the mission of the federal judiciary and the operations of appellate, district, and bankruptcy courts, the Electronic Public Access, Libraries, and Records Programs.

The work of the National Programs Branch is to help develop and lead the implementation of policies and best practices for the courts in the three program areas, plan and execute program budgets, oversee program contracts, and provide periodic training and regular communications to court customers about program guidance, policy, and initiatives. The ideal candidate must have diplomacy, analytical and organizational skills, and demonstrated record of effectively collaborating with internal and external stakeholders.

The duties of this position include, but are not limited to:
  • Providing expert day-to-day direction to and supervision of the Branch staff to help meet the legal research, library, and records management needs of federal judges and judiciary staff and support the judiciary's mission of providing electronic public access to court records.
  • Serving as a member of the CSO management team, representing the office and the AO when attending meetings conducted by and on behalf of the Chief of the Programs Division.
  • Working with the CSO and department leadership in establishing priorities, identifying solutions, developing short- and long-term program milestones, and ensuring deadlines are met.
  • Providing a superior level of customer support and service to federal courts, the public, and other AO offices, and building relationships with program stakeholders.
  • Developing and executing multi-million dollar program budgets and administering program contracts.
  • Working collaboratively with Judicial Conference Committees, AO advisory and working groups, judges and court executives, and AO management to develop and implement initiatives or policies that improve program services, contain costs, and effectively implement judiciary policies and procedures.
  • Assessing the needs of the programs and the courts in the Branch's areas of responsibility and conducting analyses to provide advice when needed.
  • Monitoring related Federal and private sector programs and helping the judiciary provide feedback to Congress on legislative proposals impacting the programs.
  • Managing the process for Federal agencies requesting data from systems and serving as the inter-agency liaison on these matters.
  • Managing the development and implementation of the Electronic Records Disposition Schedule for the judiciary.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated high-level experience establishing and managing complex court programs; participating in program studies and assessments; reviewing proposed legislation; and researching and monitoring developments in federal and private sector programs.
