This is an Open Continuous Announcement that will be used to fill multiple-specialties vacant throughout the Richmond VA Health Care System and will remain open until 01/06/2023. Applications will be accepted on an ongoing basis and qualified candidates will be considered and referred as vacancies become available.

Inpatient LPN
Duties that you may perform include but are not limited to:
  • Providing direct patient care to Veterans with minimal supervision.
  • Utilize nursing research, evidence-based practice, and literature in daily practice.
  • Performs treatments and procedures within the scope of license and facility policy and procedures.
  • Actively communicates and listens clearly in writing and in speaking with internal and external customers.
  • Accurately reports changes in patients' medical and emotional condition.
  • Provides safe, individualized, quality care nursing to patients with varying medical/emotional needs.
  • Maintain confidentiality of patient / employee information electronically, verbally, and written.
  • Demonstrated ability to work effectively with patients, family and other staff members and to respond appropriately to emergency situations.
  • Preparing and administering medications, including vaccinations.
  • Makes and records vital signs and measurements, which includes temperature, pulse, respiration, blood pressure, height, weight, pain and patients' chief complaint.

Outpatient LPN
Duties that you may perform include but are not limited to:
  • Providing direct patient care to Veterans with minimal supervision.
  • Utilize nursing research, evidence-based practice, and literature in daily practice.
  • Performs treatments and procedures within the scope of license and facility policy and procedures.
  • Actively communicates and listens clearly in writing and in speaking with internal and external customers.
  • Accurately reports changes in patients' medical and emotional condition.
  • Provides safe, individualized, quality care nursing to patients with varying medical/emotional needs.
  • Maintain confidentiality of patient / employee information electronically, verbally, and written.
  • Demonstrated ability to work effectively with patients, family and other staff members and to respond appropriately to emergency situations.
  • Preparing and administering medications, including vaccinations.
  • Makes and records vital signs and measurements, which includes temperature, pulse, respiration, blood pressure, height, weight, pain and patients' chief complaint.
  • Completes Clinical Reminders, documents and communicates results to team using established criteria.
  • The incumbent may be required to travel to other VA campuses and CBOCs as needed for coverage.
  • Utilizes clinic slots appropriately, maximizing patient flow.
  • Properly utilizes all methods of care delivery to include video and telehealth.
  • Collaborates with the Nurse Manager; creating a positive work environment which enhances care delivery and professional development of clinically competent staff.
  • Assists in care coordination and access for all ambulatory care through communication and placing consult per nursing protocols
  • Follows all policies and procedures regarding appropriate specimen collection, laboratory results, critical values/parameters and follow up protocols in collaboration with providers
  • Utilizes nursing protocols with attention to the individuality of patients, patient safety and evidence-based practice

Specific tour will vary based on the position being filled, these position may have weekend requirements and hours that extend into the evening.

Qualifications

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education: Graduate of a school of practical or vocational nursing approved by the appropriate State agency and/or accredited by the Accreditation Commission for Education in Nursing (ACEN), previously known as the National League for Nursing Accrediting Commission (NLNAC) at the time the program was completed by the applicant. Verification can be obtained from the State approving agency or the Accreditation Commission for Education in Nursing (ACEN), previously known as the National League for Nursing Accrediting Commission (NLNAC), 61 Broadway, 33rd Floor, New York, NY 10006. Additional information may also be obtained from the ACEN Website. Exceptions include:

Health care education in the military service or training in the military service which is accepted by the licensing body in the jurisdiction in which the individual is licensed as qualifying for full LPN/LVN licensure will be accepted as meeting the education requirements for VHA employment.

VHA employees who were converted to appointments under 38 U.S.C. 7401(3) in implementation of Public Law 98-160, enacted November 21, 1983, and for VHA employees converted to appointments under 38 U.S.C. 7405 in implementation of Public Law 99-576, enacted October 28, 1986; and for their future personnel actions under this authority. The waiver will not apply to persons appointed under 38 U.S.C. 7401(3) or 7405 after these conversions.

Individuals granted a license by a jurisdiction that does not require graduation from an approved school.

Licensure: Full, active, current and unrestricted licensure as a licensed practical or vocational nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or District of Columbia. An LPN [LVN] who has or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only when it is not possible to recruit qualified individuals.

English Language Proficiency: Licensed practical or vocational nurses appointed to direct patient care positions must be proficient in both spoken and written English.

Grade Determination: In addition to the basic requirements for employment, the following criteria must be met.

For the GS-06 level, experience: Completion of at least one year of qualifying experience at the GS-5 level or equivalent and fully meeting all performance requirements for the GS-5 LPN/LVN. You will be rated on the Knowledge, Skills, and Abilities (KSA's) based on your application for this position. Please make sure that each is addressed in detail in the body of your resume.

The full performance level of this vacancy is GS-06. The actual grade at which an applicant may be selected for this vacancy is GS-06.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
