General Hybrid Work Statement:

This opportunity is a hybrid opportunity allowing for flexibility between virtual and in-person work subject to the Authority's telework policy.

MINIMUM QUALIFICATIONS

Education
  • Bachelor's degree in Human Resources, Organizational Development, or Business Administration

Experience
  • Eight (8) years of experience in a formal project management role with proven skills in leadership, relationship management, communication, negotiation, change management, conflict resolution. Advanced experience in planning and project management of complex projects and policy administration; developing human capital policies and standard operating procedures, providing expert technical advice and guidance to managers and employees regarding Human Capital policies and procedures and ensuring compliance with related laws, regulations and policies.
  • This must include four (4) years of the experience delivering Projects and Policies that span the full enterprise of Human Capital. Must also have a successful track record of driving project and policy deliverables on time, within budget and scope.

Preferred

Education
  • Master's degree in Human Resources, Organizational Development, or Business Administration.

Certification/Licensure
  • Certified Project Management Professional (PMP).

Mission Essential Designation:

In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

SUMMARY

The Workforce Availability Specialist is responsible for effective administration of policies and procedures related to employee availability. The position focuses on accurately tracking and reporting employee's absences from work due to illness or injury. This position works with internal stakeholders to determine appropriate case management strategies for employees on long term absences. The incumbent supports policy and program compliance measures at both a department and individual employee level across the organization and ensures that actions taken are consistent with applicable state and federal guidelines and laws such as American with Disabilities Act (ADA), Family Medical Leave Act (FMLA), Workers' Compensation as well as applicable Collective Bargaining Agreements (CBA's).

ESSENTIAL FUNCTIONS
  • Performs a wide range of project, program, policy and procedures development duties, including conducting detailed issue and data analyses, framing recommendations and options for executive consideration, developing detailed project and program plans, leading project and program implementation efforts, and assessing impacts and results.
  • Reviews and responds to high-profile, complex, and politically sensitive executive correspondence, including inquiries from federal, state, regional, and local government officials, Board of Directors, and the general public.
  • Develops and monitors HR capital and operating budgets and conducts cost, budgetary and statistical analyses and audits.
  • Coordinates the development and monitoring of corrective action plans from internal and external departments; manages and coordinates OIG audit issues for HR and prepares responses to the Office of Inspector General.
  • Drives consistent project delivery on-time, on-budget, with desired functionality, and with the desired quality.
  • Plans, develops, and presents a wide variety of human capital policy documents, guidance, and communications to customers within WMATA.
  • Ensures that changes to laws, rules, and regulations are efficiently and effectively incorporated and communicated into existing documents, policies and procedures.
  • Provides expert technical advice and guidance to managers and employees on Human Capital policies and procedures.
  • Develops human capital policies and standard operating procedures across human capital lines of business.
  • Develops, implements, and executes strategies, processes, and best practices which effectively address HR and Authority-wide business goals.
  • Facilitates work stream meetings, provides updates to Human Resource Leadership Team and IBOP Leadership Team, etc.
  • Facilitates project teams in problem resolution, such as deviation from project plans. Instills a culture of continuous improvement, quality and productivity.
  • Manages project budget against plan, highlights and communicates overages and underspent funds to stakeholders.
  • Identifies key stakeholders, the communication and change needs and engages stakeholders within all levels of the Authority throughout the project life cycle.
  • Executes, tracks and monitors project progress. Plans and distributes the appropriate project information to all relevant project team members and stakeholders. Captures and analyzes project metrics; and identifies areas for improvement.
  • Provides pro-active advice and counsel to program leaders, executive sponsors and team members on best practices to ensure project success.
  • Monitors and reports on key deliverables, risks, milestones, project dependencies, and available resources pertaining to each project. Ensures accountability across teams for action on project risks and deliverables. Defines and executes creative solutions to resolve problems & risks.
  • Responsible for timely and accurate reporting of project status including creating and updating regular project dashboards and project cost tracking and resource usage.
  • Responsible for the collection, cataloguing, and maintenance of a variety of project documentation including requirements gathering, risk identification and mitigation, etc.
  • Manage program and project teams for optimal return-on-investment, and coordinate and delegate cross-project initiatives

OTHER FUNCTIONS
  • Ensures consistent enforcement of policies and procedures across the organization. Identifies potential problem areas and addresses the need for changes with supervisor.
  • Conducts training for current and newly hired supervisors and front line employees on policies related to excessive absenteeism and long term absence procedures.
  • Prepares and presents timely reports on employee availability and long term absence tracking efforts.
  • Works with department Personnel Managers to update employee status information in the Authority's system of record so that appropriate leave reasons and dates of leave are accurately recorded on employee job records.
