Duties

As a Energy Technology Program Specialist GS-11, you will:
  • Identify initiatives using Energy conservation, energy efficient and clean energy policies, codes and standards, best practices from utility regulatory approaches, and demand-side energy management tools at regional/state/local level throughout the United States of America.
  • Assist with implementation of state and local government financial agreements.
  • Utilize knowledge of the Federal budget to execute allocated funds.
  • Conduct briefings/presentations to disseminate program information and objectives to internal and external customers.

As a Energy Technology Program Specialist GS-12, you will:
  • Identify initiatives using Energy conservation, energy efficient and clean energy policies, codes and standards, best practices from utility regulatory approaches, and demand-side energy management tools at regional/state/local level throughout the United States of America.
  • Assist with development and implementation of state and local government financial agreements.
  • Utilize knowledge of the Federal budget to monitor funds.
  • Conduct briefings/presentations to disseminate program information and objectives to internal and external customers.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GS-11: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience is defined as:
  • Knowledge to identify initiatives using Energy conservation, energy efficient and clean energy policies, codes and standards, best practices from utility regulatory approaches, and demand-side energy management tools at regional/state/local level throughout the United States of America.
  • Knowledge to assist with implementation of state and local government financial agreements.
  • Knowledge of the Federal budget to execute allocated funds.
  • Knowledge to conduct briefings/presentations to disseminate program information and objectives to internal and external customers.

OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. if related.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages together.

GS-12: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience is defined as:
  • Experience identifying initiatives using Energy conservation, energy efficient and clean energy policies, codes and standards, best practices from utility regulatory approaches, and demand-side energy management tools at regional/state/local level throughout the United States of America.
  • Experience assisting with development and implementation of state and local government financial agreements.
  • Experience utilizing knowledge of the Federal budget to monitor and execute allocated funds.
  • Experience conducting briefings/presentations to disseminate program information and objectives to internal and external customers.
NOTE: There is no substitution of education for specialized experience at the GS-12 level.

Education
