Duties

The person hired for this position will contribute to developing new studies, to working with many data sets available to CBO, and to designing and improving the state-of-the-art analytical models that underlie the agency's studies and cost estimates for proposed legislation. The person will also produce research reports and manuscripts about issues affecting the federal government and will collaborate with analysts in CBO's Budget Analysis Division to develop cost estimates for legislation and baseline estimates of the cost of government programs. The work includes interacting with a large network of advisers from academia, state governments, and industry.

Qualifications

Applicants must have a Ph.D. in economics, health economics, or a related discipline. In addition, applicants should have a minimum of five years of postgraduate experience in research and analysis, strong quantitative skills, experience using Medicare claims or other large data files, knowledge of at least one programming language, and an interest in the development of policy-relevant models. Applicants should have experience analyzing factors affecting federal health care spending (preferably the Medicare program), such as payment policy, the development and diffusion of new technology, and developments in health care delivery systems.
Applicants should be able to initiate and complete research projects both independently and with a team; be able to clearly present their work orally and in writing to nontechnical audiences; and want to work on issues of legislative interest to the Congress.
