This position will primarily be responsible for benefit plan administration for both Non-Federal and Federal staff and special projects, coordinating the agency's day-to-day contact and responsibilities with third-party vendors, Federal agencies, insurance carriers, and others for all matters pertaining to payroll and benefits administration. This position works closely with the Director of Human Resources to ensure HR strategies align with and support the agency's objectives as well as federal, state, and local regulations.


Conditions of Employment

  • Successful completion (prior to hire) and maintenance of background security review; U.S. citizenship required.
  • Must possess & maintain a valid driver's license.


Required Qualifications:
  • Relevant experience demonstrating application of human resources best practices, principles, laws and regulations, and/or programs including knowledge of federal, state, and local HR regulations and benefits (i.e. ADA, EEOC, FMLA, HIPAA) including the ability to stay up to date and apply information to ARC structure and process.
  • Demonstrated experience of 2-3 years in benefits administration with some experience in payroll and HRIS data management.
  • Ability to learn and apply HR regulations and processes within the Federal Sector including, benefits, and retirement systems.
  • Demonstrated effective organizational skills, high level of attention to detail, professional demeanor including complete respect for the confidentiality of sensitive data, discretion and a customer service perspective.
  • Core competencies: accountability, adaptability, collaboration, communication and critical analysis
  • Ability to thrive in a collaborative environment and bring an energetic and innovative approach to his or her work.


  • Bachelor's degree and 2 to 3 years of relevant experience.
  • PHR certification highly desired.
