The Office of Technology supports all aspects of the Commission's mission from daily operation and business functions to long-term Commission projects. The Commission's IT infrastructure spans numerous data centers and leverages various commercial cloud services for different projects. In addition to other general services, the Office of Technology supports two major areas that are critical to the Commission's ongoing mission.

First, the office is responsible for establishment and maintenance of the Commission's computer networks, remote capabilities, cybersecurity, website, records management, and all end-user hardware and software. The majority of the Commission's servers are Linux based but the Commission also utilizes Microsoft Active Directory and has a substantial deployment of Windows servers as well.

Second, the office develops and maintains the Commission's extensive information systems using a range of Oracle technologies such as the Oracle database, Data Warehouse, Oracle Analytics, Identity Management, Portal, Content Server, SOA, APEX/ORDS in addition to other technologies such as Elastic Search and OCR technologies. The information system includes both onsite and cloud-based applications in a high availability architecture. Some of the key information systems applications this office supports are the Electronic Submission System, which uses SOAP web services to receive federal sentencing data from the federal courts, the Commission's internal case processing system in which every federal felony and Class A misdemeanor offense is recorded. This case processing system allows the Commission's data unit to collect a wide range of data variables relating to these federal offenses, which is essential to the Commission research functions of analyzing and disseminating federal sentencing data to policymakers and the federal criminal justice community.

In fulfilling these functions, the Office of Technology support includes everything from the development, release, and maintenance of necessary back-end environments through front-end user support on related applications.

The incumbent reports to the staff director and directs the work of the information systems and information technology teams. Duties and responsibilities include, but may not be limited to, the following:
  • Supervising and mentoring staff involved in the development of Commission software programs, databases, infra-structure, and information technology maintenance functions.
  • Managing and maintaining comprehensive and effective cyber security and risk management programs to protect sensitive information and technology assets.
  • Developing and administering technology policies and guidance that comply with applicable federal government statutory and policy requirements ( e.g., cyber security, emergency preparedness and recovery, privacy, records management, and asset management).
  • Making recommendations to the staff director on technology initiatives, emergent technologies, process improvements, and short and long-range planning.
  • Collaborating with office directors and other stakeholders to provide a high level of customer service in support of various Commission projects.
  • Conducting cost-benefit analyses and developing budget plans for various technology projects, hardware, software, and contractor recommendations.
  • Maintaining up-to-date documentation on all aspects of hardware, software, database, and security issues and procedures.
  • Giving presentations and technical briefings on technology-related topics.
  • Coordinating with government agencies and commercial vendors to further the Commission's technology interests and requirements.


Conditions of Employment


  • Applicants must have at least 10 years of demonstrated leadership abilities and extensive management experience which is directly related to the line of work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to carry out the duties of this position.
  • Progressively responsible experience in public service or in the private sector which provides a thorough understanding of organizational, procedural, and human aspects in managing is required.
  • Applicants must have an undergraduate degree from an accredited university or college in technology or a related field of study.
  • Graduate degree from an accredited university or college in information technology or a related field of study.
  • Industry certifications and continuing education in an information technology-related field of study.
Applicants must have demonstrated work experience related to the mandatory requirements listed below and must address the qualification requirements in an attached cover letter or narrative.
  • Identifying, developing, and applying best practices in information technology, design, acquisition, policies, procedures, and principles necessary to ensure delivery of technology investments.
  • Managing information technology programs, forecasting for all resources, including budget, and having a background in agile software development and delivering positive experiences for internal and external customers.
  • Designing, implementing, and evaluating information systems in complex organizations supporting mission operations and maintaining system performance.
  • Ability to effectively lead a cybersecurity enterprise and to provide strategic direction to enable an agency or organization to prepare for, detect, and respond to cyber-attacks.
  • Ability to lead people toward meeting the organization's mission and providing an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

    • Applicants must have an undergraduate degree from an accredited university or college in technology or a related field of study.
    • Graduate degree from an accredited university or college in information technology or a related field of study is preferred.

    • A background security investigation is required for all selectees. Appointment will be subject to a selectee's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements may be grounds for appropriate personnel action. A background security reinvestigation or supplemental investigation may be required at a later time.
    • All new Commission employees must identify a financial institution for direct deposit of pay before appointment, mandated by the Federal Compensation Act.
    • All new Commission employees, those converted from a temporary appointment to a permanent appointment, and all rehired former Commission employees are required to serve a one-year probationary period. The probationary period begins on the effective date of the employee's appointment, conversion, or rehire.

    • On January 21, 2022, a nationwide preliminary injunction was issued against the enforcement of Executive Order 14043, which imposed a COVID-19 vaccination requirement for federal employees in the Executive Branch. The preliminary injunction, like the executive order at issue, does not apply to the Commission and may be supplemented, modified, or vacated, depending on the course of ongoing litigation. However, the Commission has suspended enforcement of the COVID-19 vaccination requirement for current and new employees, set forth in the Commission's COVID-19 Vaccination Protocol, pending the outcome of such litigation. To ensure a safe workplace, the remaining requirements of this protocol remain in effect, including the proof-of-vaccination requirement, requirements for employees who are not fully vaccinated against COVID-19 or who do not provide proof thereof, and requirements for employees testing positive for COVID-19.

    The Commission participates in the following federal benefits: The Federal Employees Health Benefits (FEHB) program; the Federal Employees Dental and Vision Insurance Program (FEDVIP), the Federal Employees Group Life Insurance (FEGLI) program, federal retirement, the Thrift Savings Plan (TSP), and the federal leave program.     The Commission offers a monthly transit subsidy to employees who use mass transit to commute to and from work, subject to the availability of funds. The Commission offers alternative work schedules (AWS), which are fixed work schedules that enable full-time employees to complete the basic 80-hour biweekly work requirement in less than 10 workdays.

    The Commission offers regular telework (not full-time) to employees in positions deemed eligible by the staff director and who meet the requirements of an approved telework arrangement in which an employee performs official duties at home or at an approved telework site.

    The Commission also offers training opportunities to employees through LinkedIn Learning, and the Judiciary's Online University, which offers academic credit and professional credit programs through web-based learning. These training tools assist Commission employees with taking online courses in a flexible way, by offering training courses in the areas of: staff training and development; credit toward undergraduate degree programs; continuing education and non-credit certificate programs; executive education; contract training; credit credentials courses for continuing professional education and credit for individuals who hold credentials and achieve certifications associated with several globally-recognized sponsored organizations.
