Duties

Coordinates policy development, standards for armory equipment and lock technology, training programs, audit guidelines and inspection procedures pertaining to locksmith and army operations.

Develops testing protocols for use in testing and evaluating devices and equipment under consideration for procurement and manages the evaluation process.

Additionally, provides support to the field on issues relating to locks, keys, weapons, ammunition, keying schedules for new facilities and conducts security inspections at institutions.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education:

GS-11: A Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M. if related.

Major study - correctional administration, criminology, psychology, social work, sociology, or other fields related to the position.

GS-12: There is no substitution of education for specialized experience for this position.

Experience:

GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment.

Experience must have also demonstrated the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program.

Some examples of this qualifying experience are:

GS-11:
  • Experience applying directives and regulations regarding lock shop and armory operations.
  • Experience reading blueprints and skill in interpreting sufficient enough to spot discrepancies and recommend changes.
  • Experience working with locks and locking devices such as installation and usage in an institution.
  • Experience instructing others in a classroom setting and in "Onthe- Job" settings.

GS-12:
  • Experience assisting with the assessment, development of policy, and making recommendations on security, armory and locksmith equipment/operation.
  • Experience that include knowledge and techniques of locks and locking devices to inspect, test and evaluate locks and locking devices within a correctional system.
  • Experience in reading and comprehending technical publications, drawings, blue prints, and schematics of security and locking devices.
  • Experience in training staff in locksmith and armory operations.

Combination of Education and Experience:

GS-11 only: Have a combination of education and experience. This experience must have equipped you with the knowledge, skills, and abilities to perform the major duties of this position as described above.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

Additional information

This position IS NOT included in the bargaining unit.

The representative rate for this position is $117,505 per annum ($56.30 per hour).

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
