The position will report to the Chief of the Financial Applications Business Branch in the Finance and Accounting Division. This position will lead the Judiciary-wide initiative Judiciary Data Integrity, Reporting, and Controls (JDIRC) program resulting in a consolidated and comprehensive set of auditable financial statements and business process improvements; designing, implementing, and monitoring internal controls; recommending financial system enhancements; and the monitoring and reconciling financial data.

Duties of this position include, but are not limited to:
  • Leading projects and providing oversight to the JDIRC program, ensuring alignment with judiciary strategic objectives, including those elements of the project with inexact requirements, parallel tasks, multiple dependencies, high risks, and multiple interfaces; leading the scheduling and prioritization of work tasks and prioritizing critical activities for the JDIRC program and subsequent projects from initiation to completion.
  • Leading a cross functional team to establish and execute project tasks and milestones to facilitate accomplishment of goals and objectives. The project team typically consists of AO, court, and contractor resources with various core functions. The incumbent will have to establish a positive communication strategy among all parties to ensure the project meets goals and objectives; and create an environment where individual team members can perform their assigned duties.
  • Collaborating with key contributors, business stakeholders, and others to understand and prioritize business goals and information needs. Based on the information gathered, develop project plans and tasks to support these requirements and specifications. Determine the activities required to accomplish assigned responsibilities; identify tasks to be undertaken; develop concepts, methods, resources, and techniques. Plan and coordinate activities of the JDIRC initiative to ensure goals and objectives of the project, and any subsequent or subordinate projects are accomplished within prescribed time frames and budget.
  • Defining contractual resource requirements and supporting acquisition of contract resources. This shall include the development of the acquisition package, including, but not limited to, market research, contract specifications, statement of work, performance work statements, independent government estimates, quality assurance plans, and performance metrics relating to contractor engagement and service. Serve as contracting officer's representative when needed.
  • Developing and maintaining cost estimates for financial efforts and supporting technologies for budget submission. Work with the internal finance and budget staff collaboratively and effectively.
  • Documenting project scope and obtaining concurrence and/or approval from management and/or key stakeholders. Identify and develop core project management documents. Ensure all required documentation is created, approved, and archived.
  • Establishing a document repository and schema for project team deliverables. Develop, consolidate, organize and archive supporting documentation and project artifacts.
  • Conducting analytical studies, cost-benefit analyses, and other research pertinent to the project(s). Coordinate with business owners to monitor and ensure compliance with laws, regulations, policies, standards, or procedures pertinent to the JDIRC project.
  • Developing briefings, reports, and presentations. Brief senior staff and other key stakeholders on a regular basis (In-Progress Reviews). Exhibit exceptional verbal communication and technical writing skills. Demonstrate an ability to interact effectively with and convey information to those who possess varying levels of understanding on applicable topics.
  • Maintaining a continuous liaison relationship with court units and program offices to negotiate and arbitrate problems to ensure the achievement of strategic goals. Ensure planning, analysis, design, development, deployment, operation, IT security and logistics support of the JDIRC initiative to deliver solutions and meet customer requirements.
  • Collecting requirements, documenting project plans, and managing relationships with outside entities to develop JDIRC status responses; monitoring and maintaining internally developed controls, researching and developing new tools to assist in remediation of audit findings.
  • Researching, analyzing, and identifying modernization opportunities and providing actionable recommendations to management; where possible assisting with the implementation of business process improvements to aid with the reconciliation and verification of various accounting, budget, procurement, and travel processes.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following:
  • Experience with financial statements and business process improvements;
  • Evaluating and implementing internal controls, financial system enhancements and monitoring and reconciling financial data; and
  • Experience in leading complex agency wide projects.

  • Desired yet not required: CPA/CGFM, and/or background in accounting and reporting projects and Project Management Professional (PMP) certification.
