Duties

The Deputy Director serves as a senior technical advisor to the agency on all matters related to data standards, data operations, and data architecture, to ensure that the CFTC data analytics, visualization tools, and data storage optimally support the agency's surveillance, market intelligence, and policy priorities. The Deputy Director is also responsible for overseeing the implementation of best practices for data management, including modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes.

As an executive at the Commodity Futures Trading Commission (CFTC or Commission), the incumbent serves as a key member of the agency's leadership team. In this role, the executive is responsible for directing one or more key programs, advising the agency on policy making, and collaborating across organizational lines on agency wide issues.
  • Advises and assists the CDO in fulfilling the agency's responsibilities for establishing and implementing an appropriate and effective enterprise data strategy to achieve CFTC's mission goals and objectives.
  • Ensures that DOD policies and programs are aligned with and support effectively the CFTC's strategic goals, objectives and performance outcomes and comply with applicable laws, regulations and Office of Management and Budget (OMB) guidelines, including but not limited to the Foundations for Evidence-Based Policymaking Act (FEBPA or Evidence Act) of 2018, the Federal Data Strategy Action Plan, E-Government Act of 2002, the Federal Security Act of 2002, the Government Paperwork Reduction Act of 1998, the Clinger-Cohen Act of 1996, the Paperwork Reduction Act of 1995, the Computer Security Act of 1987, and OMB Circular A-11 and A-130.
  • Develops and deploys a multi-year strategic data plan and maintains the effecting short-term (1-2 year) performance plans for managing the data needs of the CFTC's divisions and offices consistent with the overall goals and objectives of the CFTC Strategic and Annual Performance Plans, and aiding program managers in achieving high impact results across their individual program areas.
  • Advises and assists the CDO in response to strategic data needs through projects developed and executed, in service to and collaboration with, policy and operating divisions. Fosters forward thinking about data, analytics, and infrastructure.
  • Develops and oversees the implementation of plans to modernize technology architecture and applications stacks to reflect current best practice.
  • Develops and oversees the implementation of plans to improve the technological and analytic infrastructure needed for lifecycle data management and strategic use of data. Develops and oversees the implementation of plans to improve the technological and analytic infrastructure needed for enterprise data cataloging efforts and enabling data security. Collaborates with the Office of General Counsel's Privacy Office and the Cyber and Physical Security Branch within the Division of Administration to develop technological solutions for robust data loss prevention programs.
  • Builds collaborations with policy and operating divisions to ensure that business requirements for data analytics and infrastructure are built into modernization efforts.
  • Coordinates efforts to improve data quality to support decision making, optimize regulatory oversight efforts, and generate efficiencies to reduce burden at the CFTC.
  • Develops and oversees the implementation of a sound and integrated CFTC data infrastructure and architecture to facilitate cost-effective and efficient management and use of existing IT resources and to acquire new technology to achieve contingency planning programs.
  • Establishes and oversees the implementation of data policies, guidelines, standards, and management controls to promote a comprehensive and effective program in compliance with federal laws and regulations.
  • Advises the CDO and senior CFTC officials on the approaches and potential issues and concerns related to information management and data architecture programs. Prepares and presents reports to CDO and senior CFTC officials that explains information management and data architecture issues in understandable ways to diverse audiences.
  • Assists the CDO in identification and procurement of commercially available software packages and services, including directing the evaluation of commercially available packages, partnering with other federal agencies on contract vehicles, leasing versus licensing, and keeping abreast of software development.

Qualifications

To qualify for the CT-16, you must possess at least one year of specialized experience equivalent to the CT/GS-15 level in the Federal service, or comparable experience gained outside federal service.

Specialized Experience is defined as experience serving as a technical advisor and overseeing all matters related to information management and data architecture to ensure that data analytics, visualization tools, and data storage supports an organization's goals and objectives.

Must demonstrate the ability to perform at an Executive Level - see competencies below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Mandatory Technical Qualifications

1. In-depth knowledge of information technology principles concepts, practices, systems software, and database software. Knowledge of system requirements and techniques for planning current and future system architecture requirements. Ability to develop and implement a sound and integrated data infrastructure and architecture to facilitate cost-effective and efficient management and use of existing IT resources and to acquire new technology to achieve contingency planning programs.

2. Knowledge of, and experience developing best practices for data management, including modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes. Experience implementing an appropriate and effective enterprise data strategy to achieve an organization's goals and objectives.

3. Experience serving as a senior technical advisor to an organization on all matters related to data standards, data operations, and data architecture, to ensure that organization's data analytics, visualization tools, and data storage optimally support the organization's priorities. Ability to advise leadership on the approaches and potential issues and concerns related to information management and data architecture programs. Skill in preparing and presenting to senior officials that explains information management and data architecture issues in understandable ways to diverse audiences.

Additional information

Relocation. Relocation expenses will not be paid.

Probationary Period. One year managerial/supervisory period may be required.
