Duties

  • Employs extensive knowledge of healthcare, alternative payment models, adult learning, and human-centered design to provide comprehensive, balanced, and strategic evaluation and actionable improvement recommendations related to learning systems.
  • Supports teams in the design of learning systems for existing payment model portfolios including those under Value Based, Provider-Based, and State and Population Health, leveraging available data, and expertise in healthcare.
  • Manages project plans, coordinating multiple teams and individuals to ensure timely completion of action items and achievement of critical milestones.
  • Considers various implications of policy options and their impact on healthcare quality and equity, economic viability, technical feasibility, and political acceptability.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Developing or managing national, state or regional health care data sharing and interoperability agreements in support of value-based care (e.g., All-Payer Claims Databases, Health Information Exchanges, or Regional Health Information Organizations);
2) Leading projects related to health care transformation efforts aimed at achieving improved costs, quality or outcomes; and
3) Analyzing Medicare and/or Medicaid policy to inform organizational decision making.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
