Our employees are not only part of history, they are making history.Northrop Grummans TSSD sector is looking for a Manager Programs Level 3 to support the Space Security organization/business unit, geographically located in Dulles, VA.The TSSD Space Security (SpS) Business unit provides end-to-end mission capabilities related to space as a warfighting domain. SpS is seeking a senior manager or technical expert in the area of space optics, predominantly focuses on Space Domain Awareness missions. The selected candidate will be responsible for mission and technology trades related to both passive and active optical sensors for a wide variety of missions, spanning spacecraft size (ESPA-class to HVA) and orbits (LEO, GEO, cis-lunar, etc). Responsibilities will include conducting requirements definition from high level mission parameters, participating in trade studies regarding spacecraft and sensor selection, adjudicate make/buy decisions, and overall lead the SpS BUs strategy for Optical sensors. The ideal candidate will be an experienced engineer who has worked on the design and development of a space optical system for operation missions. The position will report to the Senior Director of Mission and Technology for the SpS BU.Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:Cultivating customer relationships and intimacy to develop further opportunities within the customer communityDeveloping new business opportunities through long term strategic planning, capture planning, and development of proposals and business plansEstablishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizationsLeading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectivesMeasuring and reporting program performanceDelivering presentations to customers, executive management and other program stakeholdersParticipating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test.Creation, review and finalization of the program Statement of WorkIdentification, distribution, tracking, and completion of program requirementsIdentifying, allocating and managing program resources, including workforce planningManaging Government/customer supplied property or information (GFE, CFE, etc.)Managing suppliers to meet program objectives.Adherence to all internal processes, policies, and applicable industry standardsBasic Qualifications:Bachelors Degree and 10 years, or Masters and 8 years experience supporting US Government contracts and customers and/or project management in other industries5 years of experience managing or technically leading space hardwareActive Top Secret or SCI clearanceAbility to obtain and maintain Special Access Program (SAP) accessesPreferred Qualifications:5 years of experience managing or technically leading space optical hardwareExperience leading subcontractor management teamsExperience with Make/Buy tradesActive TS/SCI with SAP accessesSubject matter expertise in optics or sensorsSalary Range: $171,000 USD - $256,400 USDEmployees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
