Traffic Network Engineer II

An Overview
The Department of Transportation and Environmental Services (T&ES) is seeking a Network Engineer II to help maintain Intelligent Transportation Systems (ITS) infrastructure. The Traffic Operations Division is responsible for the operation of the City’s traffic control devices, active and passive fiber optic communications systems, DSL and legacy FSK twisted pair copper communications systems, cellular network communications systems, CCTV cameras, pavement sensors, the City’s Traffic Control Center, the traffic signal management system, network servers as well, as other equipment. The Network Engineer II’s key responsibility is to keep the above systems operational as well as seek out and implement new technology.

Excellent interpersonal skills are needed to work collaboratively with traffic signal technicians, engineers and developers. This position serves as the bridge between technicians and engineers. Effective written and oral communication skills, especially regarding technical documentation, and procuring equipment and services.

The Opportunity
Leadership
  • Helps develop standards pertaining to the Traffic Operation’s Division
  • Seeks to improve programmatic effectiveness by evaluating existing operations and making suggestions for efficiencies.
Management
  • Manages multiple projects
  • Helps manage the ongoing operations of the Traffic Operation’s Division
Teamwork
  • Coordinates with other T&ES divisions and City Departments to align the goals of the Traffic Operation’s Division with other City programs.
  • Represents the Division in dealings with various other City Departments, Dominion Power, and contractors.
Task
  • Upkeep of the traffic network in the Transportation management Center and at the traffic shop
  • Upkeep of fiber optic, copper cable, cellular, and other communications systems
  • Upkeep of computer systems
  • Upkeep of the CCTV system
  • Experimentation and learning to future proof the various systems and equipment
  • Performs related work as required

Minimum & Additional Requirements

Four-Year College Degree; at least three years of experience in performing systems programming work in a mainframe, LAN or WAN environment, or performing equivalent work in a related field; and completion of college-level courses in computer science, business administration or a related field; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

Four-Year College Degree; thorough knowledge of LAN/WAN communications, operating systems, and of related software and hardware configurations, capabilities and limitations; Windows, Server system administration experience and formal training; experience managing a Windows, Active Directory Domain; strong diagnostic and proven ability to troubleshoot hardware problems with Dell, Compaq and Hewlett Packard hardware; strong verbal and written interpersonal communication skills, strong problem-solving skills and decision-making ability; good project management and the ability to organize work in an efficient manner in addition to the ability to work beyond business hours as needed; ability to work without direct supervision; experience in wireless communications also a plus; experience with Coarse Wave Division Multiplexing (CWDM) Optical Fiber Gigabit Ethernet, Nortel and Juniper network solutions including routers, switches, security, wireless AP's and VPN's; experience with Checkpoint and Juniper firewall solutions including Secure Services Gateway (SSG); and experience with St Bernard web filtering and Packeteer bandwidth management.
