MBDA is seeking a SSBCI Supervisory Program Manager to manage State Small Business Credit Initiative (SSBCI) Program under Schedule A for COVID-2019 special hiring authority.

Duties:

The Supervisory Program Manager (SSBCI) will be responsible for the overall direction and oversight of the State Small Business Credit Initiative (SSBCI) Program in the Program Management Office (PMO), and as principal advisor to the Under Secretary and the Chief Operating Officer(COO). The SSBCI Program is designed to address the need of closing the entrepreneurship gap between socially and economically disadvantaged individuals (SEDI-owned businesses) and non-SEDI-owned businesses and foster healthy entrepreneurial ecosystems.

As a Supervisory Program Manager (SSBCI) you will perform the following duties:
  • Manage all program functions to ensure efficient and effective accomplishment of program goals and objectives in a timely and cost-effective manner.
  • Establish and use standardized and repeatable processes that result in prudent oversight, strong internal controls, and effective financial management of the program.
  • Conduct quality assurance and collect, analyze, and evaluate data sets to monitor program and create and deliver analysis findings.
  • Develop, prepare, and communicate detailed program briefs outlining master plans and program objectives with senior level executives (SES or higher).
  • Oversee identification of program requirements and development of strategies for program planning, budgeting, and execution.
  • Work with appropriate subject matter experts to establish educational and training program to promote awareness of the program related to all of the disciplines of work performed by staff.
  • Plan work to be accomplished by subordinates, set and adjusts priorities, and prepare schedules for completion of work; assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluate work performance of employees; provide advice, counsel, or instruction to employees on work and administrative matters; interview candidates for positions; hear and resolve complaints from employees; effect disciplinary measures; identify developmental and training needs of employees, provide and/or arranges for needed development and training; find ways to improve production and increase the quality of the work directed; and develop performance standards.
This Public Notice Flyer may be used to fill other Supervisory Program Manager (Public Notice Flyer) GS-0340-15, FPL GS-15 positions within the Minority Business Development Agency in the same geographical location with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-15 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience is defined as:
  • Experience in defending and negotiating matters involving significant or controversial issues.
  • Experience in developing and/or implementing policy, and presentations in support of specific initiatives.
  • Experience managing a program at or above $50M in value.
  • Experience in the area of business development, with emphasis on minority business development.
  • Experience with Risk Management and internal controls.
  • Experience with collaborating with senior executives.

This temporary appointment may be made for up to 1 year and may be extended up to 1 additional year. If the public health emergency or pandemic continues, requests for extensions of appointments beyond 24 months may be submitted through Office of Human Resources Management (OHRM) to Office of Personnel Management (OPM) on a case-by-case basis.
