Duties

  • You will plan, analyze, design, develop, test, configure, integrate, install, implement, maintain, manage, and conduct quality assurance on network systems and policies.
  • You will configure and optimize connectivity and control devices.
  • You will analyze and define network requirements, architecture, and infrastructures.
  • You will develop/implement configuration management plans for complex local area networks (LANS) and create network maps.
  • You will assess, identify, approve, provide, fine-tune, and resolve issues with the hardware, software, security, and systems utilized; in addition to, ensuring the success of installations, updates, and maintenance.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 441 level B (basic) within 12 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

FOR GS-11: 1) Attention to detail: Knowledge and experience in maintaining network systems; 2) Testing and configuration of network systems; 3) Problem Solving: Experience in developing and correcting network computer solutions; 4) Customer Service and Oral Communication: Ability to participate as a team member to analyze network computer problems and develop solutions successfully. NOTE: This experience must be fully supported by the information in your resume.

FOR GS-12: 1)Experience developing strategies on network technical specifications for network systems; 2) Experience developing and implementing plans for local area networks (LANS); 3) Experience with administering the operating LAN environment; 4) Experience with analyzing and resolving system hardware / software failures. Education

Applicants may qualify with the following education in lieu of the specialized experience qualification:

Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

OR

3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

A 40 hour work week is typical for this position.

If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Incumbent is required to earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned.

Incumbent is required to participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor.

Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

PHYSICAL DEMANDS: The work is primarily sedentary. No special demands are required to perform the work. Occasional lifting of computer components may be required, e.g., desktops, CPU's, monitors, portable computers and equipment, etc.

WORK ENVIRONMENT: The work is performed in a typical office setting. Special safety requirements are not required.

COVID VACCINATION INFORMATION: To comply with the recent preliminary nationwide injunction on Executive Order 14043, Requiring Coronavirus Disease 2019 Vaccination for Federal Employees, the Department of the Navy is not taking any action to implement or enforce the COVID-19 vaccination requirement. New hires will need to provide their vaccination status as well as comply with workplace safety protocols related to masking, physical distancing, testing, travel, and quarantine.
