Telework is authorized consistent with component policy The incumbent serves as the Principal Associate Director/Intelligence of the OCDETF Program and as the Director, OCDETF Fusion Center. As Director, the incumbent develops policies and procedures to support the day-to-day operations of the Fusion Center and its technical infrastructure; obtains the resources necessary to accomplish the Center's mission to support investigative and prosecutorial operations; works with senior executives in the law enforcement, inter-agency, and intelligence communities to develop strategic partnerships; augments and adapts the intelligence products and services available to federal investigators, federal prosecutors, and other Executive Branch organizations tasked with combating organized crime; and establishes performance indicators which measure efficiency, effectiveness, and productivity.

-The incumbent manages daily operations of the Fusion Center, including oversight of operational capabilities, budget, workforce development, information technology, and customer outreach.

-Provides leadership and management of all substantive functions of the Fusion Center, including management of a sizeable staff of law enforcement agents, intelligence analysts, and support professionals.

-The incumbent is responsible for expanding the proactive development of intelligence products, enhancing the center's analytical tools, and augmenting its technological systems to accommodate new information sources.

-Serves as a spokesperson for the Fusion Center and meets with senior executives from the OCDETF components, U.S. Attorney's Offices, DOJ's Criminal Division, and ten law enforcement agencies, as well as Fusion Center member agencies, the intelligence community, and the Departments of Treasury, State, Commerce, Homeland Security, Labor, and Defense.

-Develops strategic partnerships with internal and external stakeholders to ensure that the Fusion Center provides a full array of operational intelligence products and services responsive to evolving threats, and the growing complexity and scope of transnational criminal organizations.

  • You must be a United States Citizen or National.
  • Veterans' preference is not applicable to the Senior Executive Service.
  • Selective Service registration is required for males born on, or after, December 31st, 1959. Those not registered should have an approved exemption on file.
  • You will be required to complete a pre-employment security investigation and background check for the security level designated for this position.
  • You will be required to undergo a drug screening and obtain favorable results prior to being appointed.
  • You may be subject to a one-year probationary period effective from the date in which you are appointed.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter in accordance with DOJ and Federal ethics guidelines.
  • You must meet all minimum qualifications to be deemed eligible. Only experience obtained by closing date of this announcement will be considered.
  • As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications.

You will be evaluated to determine if you meet the minimum qualifications required of the position and on the extent your application demonstrates that you possess the knowledge, skills, and abilities required of the Director, Organized Crime Drug Enforcement Task Forces (OCDETF) Fusion Center. Please be sure to give concrete examples of your experience and demonstrate the complexity of the knowledge you possess.

    MTQ 1: Extensive demonstrated experience working on multi-agency, multi-jurisdictional transnational organized crime matters as a federal or state prosecutor, supervisory federal law enforcement agent or supervisory task force officer, or supervisory intelligence analyst or intelligence manager. Demonstrated experience managing the resources (human, financial, data, and technology) that support law enforcement operations, investigations, prosecutions, or Executive Branch sanctions processes in a multi-agency environment.

    MTQ 2: Demonstrated experience managing national level federal programs and experience leveraging interagency information to maximize operational impact against transnational criminal organizations while complying with the federal laws, regulations, and policies that govern the use of law enforcement investigative information.

    MTQ 3: Demonstrated experience establishing and maintaining harmonious relationships in order to foster an inclusive environment where people work together cooperatively to achieve shared goals and priorities. Extensive experience unifying diverse equities in a multi-agency setting.

    Additionally, your demonstrated leadership ability and the evidence of the Executive Core Qualifications (ECQs) must be clearly shown in your resume. A separate narrative statement will not be accepted.

    Note: Applicants who have completed the SES Candidate Development Program (CDP) and have had their ECQs certified by OPM must provide a copy of their certificate as part of their application. Candidates must still satisfy the MTQs of the position.
