Duties

  • Serve as an attorney with limited supervision while gathering factual information, conducting legal and policy analysis, and providing legal expertise to the Board in complex investigations and/or reviews for privacy and civil liberties-related issues and national security and counterterrorism programs
  • Work in teams to develop investigative plans including developing timelines and identifying the types of documents and information to seek as part of the Board's reviews.
  • Assist the Board in reviewing and analyzing federal counterterrorism programs pursuant to its mission to ensure that both existing and proposed programs adequately safeguard privacy and civil liberties. This includes conducting legal research and legal analyses regarding applicable constitutional, statutory and other legal authorities.
  • Analyze privacy and civil liberties-related issues and national security and counterterrorism programs, and assist the Board in understanding how programs operate.
  • Assist in drafting Board reports evaluating privacy and civil liberties safeguards in efforts to protect the nation from terrorism and other Board reports to the President, Congress and the public, as well as drafting congressional testimony, letters, and other documents to carry out the Board's responsibilities.

Qualifications

At the AD-00 level (GS-14 Grade Equivalency), you must meet the following qualification: One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: researching, reviewing and analyzing government programs; interpreting laws, statutes and regulations related to national security, law enforcement, privacy and/or civil liberties; utilizing superior oral and written communication skills; and experience analyzing privacy and civil liberties-related issues and/or national security or law enforcement programs.

Only experience and education obtained by the closing date of this announcement will be considered.

SERIES/GRADE: The agency uses the Administratively Determined system in which rank is attached to the individual. The salary range for this position is statutorily capped at $165,300.

A written test may be required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
