Duties

The IT Specialist Business Analyst (Web Services):
  • Assists in the implementation of web projects between the Office of the Chief Information Officer (OCIO) and Departmental Operating Administrations (OAs), participates and supports agency-wide web initiatives, collaborates with Operating Administration (OAs) on web requests, tracking of Departmental web sites, executes web governance, and provides excellent customer service.
  • Serves as the point of contact for the OCIO of Departmental web initiatives, shared services and standards to the OCIO and DOT OAs for intranet/internet web services, related IT activities, policy and guidance.
  • Promotes customer service, effective teamwork, and communication.
  • Provides effective interactions within the team, across teams, and with customers in such a way as to demonstrate that customers' needs are the highest priority.
  • Manages web team third party tools such as Google Analytics, SiteImprove, Socrata, Search.gov, and GovDelivery and provides excellent customer service in enabling and empowering users of these web based tools in the Department.
  • Participates in cross organization projects involving sponsors and staff members from across multiple government organizations.

The ideal candidate is an Information Technology professional, motivated self-starter with proven experience in website consolidation and modernization, user experience, and information technology (IT) management standards relating to web development.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
  • Experience in gathering technical and functional requirements and managing the implementation into web applications/content management system for an organization website.
  • Experience in the tracking of management activities related to web projects and web initiatives adherence to agency standards.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Oral Communication: Expressing information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); making clear and convincing oral presentations; listening to others, attending to nonverbal cues, and responding appropriately.
  • Problem Solving: Identifying problems; determining accuracy and relevance of information; using sound judgment to generate and evaluate alternatives, and making recommendations based on technical requirements.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
