The Financial Statements Section is responsible for the financial reports, funds control and certification of resources. The incumbent is responsible for general and subsidiary ledger reconciliation, and for the preparation of a number of complex financial reports.

  • Monitors the daily operations of the accounting system including transaction inputs, updates, edits and corrections, and reconciles and evaluates the context, accuracy and timeliness of the agency's General Ledger and subsidiary accounts. Reconciles General Ledger accounts and makes appropriate corrections.
  • Coordinates the reconciliation and maintenance of budget and accounting controls with the Budget Office to ensure adherence to established funds control mechanisms such as apportionments, allotments and budget execution plans.
  • Determines whether accounting transactions are consistent with prescribed coding and that transactions are processed in accordance with standard General Ledger definitions. Ensures audited financial statements and the various financial reports are prepared in such a manner and consistency of format as to be readily reviewable by auditors from outside the federal government.
  • Determines the appropriate accounting treatment of financial transactions to keep pace with changing accounting and financial reporting requirements, and develops and proposes solutions to problems related to the accounting systems.
  • Prepares a variety of complex financial reports requiring a high degree of accounting expertise and knowledge of the agency and its programs and operations.
  • Coordinates with the Budget Office the preparation of both internal and external budget and financial reports to ensure they are appropriately prepared and interpreted Included are those related to funds control, and to appropriations limitations and prohibitions.
  • Maintains liaison with other federal agencies with fiscal input or interest in NSF programs, notably the Office of Management and Budget, the General Services Administration, the General Accounting Office, at all levels of the Foundation to determine their requirements for accounting records, and to identify needed changes to accounting operations.
  • Analyzes and interprets financial data in order to detect, explain and interpret trends. Identifies needed corrective measures and processes to improve systems accuracy and utility. Applies professional judgment to resolve problems in processing unusual transactions. Analyzes and assesses current and historical financial data for the purpose of developing special reports for use of improving the efficiency, accuracy and usefulness of available financial data.
  • Develops modifications and improvements to the desk top computer software in order to improve the efficiency, accuracy, timeliness and utility of data within the Financial Reporting System. Designs improved query methodologies for the Excel software system to enable financial managers to extract financial data in a greater variety of formats and on a more timely basis.

In order to qualify for an Accountant, GS-0510 position, you must meet one of the following basic education requirements:
  • A degree from an accredited college or university in accounting and/or auditing or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. This may include up to 6 semester hours of credit in business law; OR
  • A combination of education and experience that includes 4 years of experience in accounting or a combination of accounting experience, college level education, and training and included one of the following: 1) 24 semester hours in appropriate accounting or auditing courses (can include semester 6 hours of business law); 2) certificate as a Certified Public Accountant or a Certified Internal Auditor, from a written exam; 3) degree that included substantial accounting or auditing courses, (i.e.,15 or more semester hours), but less than 24 semester hours and have worked successfully at the full-working level in accounting, auditing, or a related field and a panel of at least 2 higher level professional accountants or auditors have determined that you demonstrated a good knowledge of accounting and related fields. To qualify at the GS-9 level, you must have one year of specialized experience at or equivalent to the GS-7 level in the Federal service. Examples of specialized experience may include: use of automated accounting systems to find, review or change accounting data in automated files of transactions, ledgers, accounts, and summary reports and financial statements.

OR A master's or equivalent graduate degree;

OR 2 full years of progressively higher level graduate education leading to such a degree

OR possess a combination of post high school education and experience that together meet the qualification requirements for this position.

To qualify at the GS-11 level, you must have one year of specialized experience equivalent to at least the GS-9 level in the Federal service. Examples of such experience may include: use of automated accounting systems to find, review and change accounting data in automated files of transactions, ledgers, accounts, and summary reports and financial statements.

OR A Ph.D. or equivalent doctoral degree.

OR Three full years of progressively higher level graduate education leading to such a degree.

OR A combination of post high school education and experience that together meet the qualification requirements for this position.

To qualify at the GS-12, you need to have one year of specialized experience equivalent to the GS-11 level in the Federal service. Examples of such experience may include: independently conducting tasks analyzing program operations for impact upon the accounting/financial management system; analyzing anomalies in accounting system transactions or program operations and devising solutions; and evaluating the current status of accounting or reporting systems


Education may be substituted for experience at GS-9/11 levels.

Education may not be substituted at GS-12 level.

This position has been designated as remote eligible and the selected candidate may work at an approved alternate work site location, with no requirements or expectations to report to the NSF building on a regular/recurring basis. The employee's duty station will be designated as the location where the individual regularly performs their official duties and pay will reflect that Locality Pay Area
