The Senior Treasury Officer has responsibility, as a member of the Treasury team, for the development of departmental operating and capital budgets, revenue forecasts, audits, funding strategies, grants management that support and influence finance policy decisions. The incumbent prepares financial oriented presentations for senior management, the Board of Directors, and various additional stakeholders. The Senior Treasury Officer is involved in all aspects of planning, reporting, organizing, leading, and coordinating personnel and activities for successful execution of departmental revenue initiatives. The incumbent exercises extensive latitude for independent judgment and critical thinking utilizing financial principles, analysis, software, and diverse business acumen to drive results.

Summary

The incumbent facilitates routine presentations of complex financial and revenue information to the Director, Customer Service, Sales and Fare Media (CSSC), The overall Treasury department management team, the Treasurer, the Chief Financial Officer, the General Manager, and the Board of Directors, as well as reporting and analyses to local jurisdictions. The Senior Treasury Officer will be involved in all aspects of planning, reporting, organizing, leading, and coordinating personnel and activities for successful execution. The incumbent will exercise extensive latitude for independent judgment within defined scope, and critical thinking utilizing financial principles, analysis, software, and diverse business acumen to achieve results.

ESSENTIAL FUNCTIONS
- Develops complex financial models, budgets, forecasts, audits, program funding and statistical analysis for internal and external audiences including executive staff, Board of Directors, and jurisdictional partner agencies. Supports Treasury operations for credit/debit analysis and assists team with cash management functions as needed. Provides financial analysis and reporting support to Risk Management (RISK) team. Facilitate financial oversight for CSSC and Treasury (TRES) Admin leadership teams.
- Prepares advanced financial statements for operating and capital programs to inform short and long-range planning; monitor local and national trends, economic indicators, and best practices for alignment. (i.e., fares, revenue programs, leads Intranet Treasury dashboard admin and strategy, grants, funding agreements, allocations, reimbursable activities, ridership programs, variances, revenue projections, and requests). Supports operating and capital programs, CFO Busines Plan, and regional fare programs.
- Leads new initiatives and special projects for policy development, Board consideration and implementation; develops detailed projects plans, presentations, reports and metrics for program evaluation and outcomes. Provide senior level project management for corporate initiatives and agency financials.
- Leads annual audit preparation and review, coordinates deliverables, internal reconciliation, presentation, corrective action plans and process improvements activities; establishes framework for standard operating procedures. Primary point of contact for MARC audits and Corrective Action Plan tracking . Leads budget reporting and variance analysis for all of Treasury. Subject matter experts on Treasury, Procurement, CLM Procurement system activities, navigation, and technical support. Outline the department's internal controls, manage budget discipline, identify, and mitigate risks.
- Serves as liaison for internal and external business meetings with Management & Budget Services (OMBS), Capital Improvement Projects (CAP), Planning, (PLAN), General Counsel (COUN) and various cross functional teams, deliver oral and written reports. Primary POC for regional partners for revenue sharing models and financial administration related to Treasury. Represents Director, CSSC and TRES Admin leadership; promote stakeholder engagement, program support and strategies.
OTHER FUNCTIONS
- Provides support to all Treasury Directors and advanced analytics to the Treasury team across various disciplines in Treasury.
