Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking an experienced, innovative, and public service-oriented transportation professional to join the Site Analysis Section. This position serves as a Site Analysis Team Lead by providing high-level professional guidance and facilitation to Transportation Planners and leading coordination and collaboration efforts with County agencies, VDOT, and other outside agencies. In a dynamic and quickly evolving environment, this position will provide a challenging and rewarding experience for an individual invested in achieving the County’s strategic transportation goals.

Responsibilities include:
  • Reviewing and analyzing the transportation impacts of proposed land use changes
  • Participating on cross-agency, multi-disciplinary teams to improve the efficiency and effectiveness of the land development process and respond strategically to development opportunities
  • Leading the Post-Entitlement Review team responsible for site plan review and other post-entitlement processes, including vacation and abandonment of rights of way, waivers of facilities, and land records
  • Coordinating with County agencies, Virginia Department of Transportation (VDOT), and other agencies to improve and maintain effective review process
  • Developing and communicating findings, status reports, meeting summaries, official items for Board of Supervisors’ and partnering agencies consideration, and other written materials as required to successfully complete projects or assignments
  • Preparing presentations for community meetings, advisory groups, technical working committees, briefings for senior leadership and/or elected officials, and other audiences, as required to meet specific audience needs
  • Supervising Transportation Planners and Technicians, including setting staff goals, prioritizing tasks, adjusting workloads as needed, planning staff professional development activities, coaching and mentoring, and conducting performance reviews
  • Arranging, coordinating, and attending project-related meetings and workshops, both in-person and virtual, including occasional evenings and weekends
  • Performing other duties as assigned

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field, plus five years of progressively responsible transportation planning related experience. The years of experience should include at least one year in the specific area of assignment (for e.g., SAS, Modeling, Facilities Maintenance, et al).

PREFERRED QUALIFICATIONS:
  • Bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field, plus seven years of progressively responsible land use and transportation planning related experience
  • Experience in evaluating site plans and other post-entitlement deliverables related to the county’s land development process, negotiating transportation-related improvements, and coordinating with local, state, and federal government entities, as well as elected officials
  • Professional license in engineering or planning
  • Strong organizational, time management, and project management skills, including ability to coordinate multiple projects, prioritize, and meet established deadlines
  • Strong analytical skills, excellent oral and written communications skills
  • Ability to establish and maintain effective working relationships with government officials, the development community, colleagues, and the general public
  • Ability to develop, implement, and monitor team goals and initiatives
  • Ability to provide staff development and training to align and achieve individual and organizational goals
  • Ability to create and maintain a people-first culture

Driver's License (Required)

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Work is generally sedentary. However, employee may be required to do some walking, standing, bending, and carrying of items less than 25 pounds in weight. All duties performed with or without reasonable accommodations.
