ABOUT THIS POSITION: The Crisis Services Program Manager is a leadership position in the Division of Domestic and Sexual Violence Services (DSVS). This position leads and directs the Crisis Services programs, including the Domestic and Sexual Violence 24/7 Hotline, the Lethality Assessment Protocol (LAP) crisis line, and the Hospital Accompaniment program.

Under general guidance of the DSVS Assistant Division Director, the Crisis Services Program Manager performs the following duties and responsibilities:

  • Develops and implements crisis services programming including program and budget development, hiring, supervision, performance, and coaching of staff, and development of policies, procedures, and practices that support consistent successful and effective service delivery in Crisis Services based on best and promising practices, the DSVS strategic plan, and in adherence with regulatory and accrediting bodies.
  • Develops, monitors, analyzes, and evaluates Crisis Services KPIs, outputs, outcomes, and work plans to ensure quality provision of services in alignment with the DSVS Strategic Plan and to identify successful strategies to better reach persons impacted by domestic, sexual, and family violence, stalking, and human trafficking. Conducts ongoing research into new approaches, technologies, and trends to develop and implement program enhancements and programming that offers efficiency and effectiveness.
  • Explores and implements alternative, community-based responses to law enforcement for victims of domestic and sexual violence, stalking, and human trafficking. In adherence with the One Fairfax policy, develops population and neighborhood specific crisis responses based on the strengths, needs, culture and traditions, resources, and desires of each targeted population and neighborhood.
  • Leads the expansion of the hospital accompaniment program to include coordinating interjurisdictional responses to hospital accompaniment for organizations in northern Virginia to share resources and practices in supporting victims of domestic and sexual violence, strengthen and align hospital accompaniment service delivery for victims throughout the region, and reduce response time with accompanying victims who seek medical intervention.
  • Serves as expert on issues related to crisis services as it relates to the provision of domestic and sexual violence, stalking, human trafficking.

Provides leadership and oversight of human services programs and/or activities;
Provides managerial direction and guidance to supervisors in the delivery of services in such a manner as to carry out agency goals in accordance with policies and mandates;
Develops and provides oversight of program goals and work plans and assures the quality provision of services;
Leads in the planning, development, implementation and evaluation of program policies and procedures;
Interprets and implements federal, state, county and department policies and procedures;
Ensures quality business practices in program implementation and service delivery;
Provides oversight to evaluation of service delivery and program satisfaction surveys;
Continually evaluates and improves program effectiveness. Seeks and shares information about national, state and local initiatives for application to the program;
Engages community members in identifying issues and seeking solutions through prevention strategies, capacity building, resource development, and partnering;
Establishes and maintains relationships and partnerships with community organizations and other human service agencies;
Develops and maintains knowledge of community needs and assists with the development and delivery of services to meet identified needs;
Manages the program budget to ensure effective use of agency resources to achieve program outcomes;
Develops program outcome measures and the program budget;
Monitors program expenditures and performance measures and recommends adjustments or modifications to assist with achievement of desired outcomes;
Oversees service delivery, budget/expenditures, and evaluation of services funded through grants;
Monitors service delivery, expenditures and outcomes provided through contracted services;
Works in collaboration with other department managers to coordinate program development, agency goals and services designed to meet client and community needs and to ensure quality customer service;
Develops and maintains an appropriately balanced and culturally diverse staff assuring responsiveness to the diversity of the client population and the community;
Plans and implements, in coordination with other managers, a continuing, structured staff development program;
Provides opportunities for staff initiative and development;
Supports and improves ability of program staff to provide services by employing strategies to access needed resources, changing or establishing policies and procedures, and raising issues to senior management for decisions or approvals;
Stays current on the use of technology to improve program management and service delivery.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in social services or human services, or with major course work in a specialty that confers within a community-based service delivery setting (for example, child development and family studies, education, public administration, recreation), or other related field; plus five years of professional experience in the social services, human services, or other community-based service delivery service or setting; two of which included supervising professional staff. A master's degree in an appropriate field may be substituted for one year of the required experience.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, child protective services registry check, and driver's license check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. PREFERRED QUALIFICATIONS:
  • Master’s Degree in human or social services related fields
  • At least five (5) years of experience managing and supervising staff who provide direct services.
  • At least five (5) years of experience with oversight for grant funded projects to include grant writing and reporting experience
  • At least five (5) years of experience developing and evaluating outcomes, assuring quality assurance, and assuring compliance with funding and regulatory statutes
  • At least five (5) years of solid program development and management
  • At least five (5) years of demonstrated strong background in working in coordinated community response model for interpersonal violence

PHYSICAL REQUIREMENTS:
Must be able to transport self to different worksites and locations, as needed. Ability to communicate clearly and concisely both orally and in writing. Ability to use automated technology. All duties performed with or without reasonable accommodation.
