Job Announcement

The Fairfax County Retirement Systems office is an agency of the Fairfax County government responsible for managing the County’s three defined benefit retirement systems: namely, the Employees’, Police Officers, and Uniformed Retirement Systems.

Under the general supervision of the Executive Director of Retirement, serves as the architect of the agency's varied software systems and investment-related systems; manages projects to implement and/or upgrade current systems; manages the key performance indicators for the agency; provides input to department strategy to meet future information technology business needs; assesses impacts of automation and ensures continuity of agency operations; serves as lead software system administrator for the pension administrative software (currently PensionGold), PowerBi key performance indicator dashboards, Diligent Board applications used for Board meetings, and several investment-related software systems; develops policies and processes ensuring compliance with Federal and State regulations outside of the county while coordinating internally with the Department of Information Technology, county agencies and all concerned parties; supervises IT staff involved in the systems development life cycle; and performs related work as required.

Responsibilities:
  • Serves as lead system administrator for the county's pension administration software (currently PensionGold), investment back-office system (Backstop), the Diligent application used to manage retirement Board meetings, and the PowerBi-based data dashboard system used to monitor and display key metrics.
  • Develops the processes and policies to ensure compliance with federal IRS regulations and state and county code.
  • Oversees the evaluation and redesign of business processes to enhance business functionality and efficiency and to facilitate large-scale change; Leads efforts to seek ways of applying new and existing technology to retirement processes, providing expertise on technical trends and external practices.
  • Manages the business process activities for the agencies various systems development life cycle for new and/or existing complex systems; Manages the development, implementation, interoperability, quality assurance, and security of systems; Identifies and maintains key performance measures for business processes associated with technical systems.
  • Manages workgroups that perform documentation of system requirements and specifications detailing user needs to be utilized by system technical support members; Evaluates, prioritizes, and educates others on the technical implications of requested changes and improvements on systems.
  • Serves as agency's point of contact to coordinate and funnel agency's needs and requests through the centralized IT Strategic Planning Group; Brokers services with DIT and vendors on behalf of retirement staff and the retirement systems retired and active employee members; Coordinates data interfaces with FOCUS to ensure that reliable data is available to retirement staff and members.
  • Stays abreast of technology changes and recommends improvements in the agency s systems and processes.
  • Has a working knowledge of current web-based applications, data analysis tools, and key performance indicator dashboard systems.

  • Communicates with other IT functional areas to apprise them of project status, inform senior management of progress, and keep DIT's technology and service managers aware of user issues needing resolution;

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in computer information systems, business administration, or related field; plus five years of experience in information systems and process redesign, managing and implementing all phases of the systems development life cycle, including at least one year of supervisory experience.

NECESSARY SPECIAL REQUIREMENTS:

PREFERRED QUALIFICATIONS:
  • Bachelor's degree or higher in a related field.
  • At least 5 years of experience providing technology support.
  • Experience in using and managing web-based applications.
  • Experience using data analysis tools.
  • Experience leading a project management team.
  • Experience using and applying key performance indicators (KPIs).

PHYSICAL REQUIREMENTS:
Position works in a general office environment. Ability to operate keyboard driven equipment and lift up to 20 pounds. All duties performed with or without reasonable accommodations.
