Job Announcement

Performs a variety of complex finance and budget functions supporting various programs in the department. Activities include financial management of General Fund, grant funded, and local/non-profit funded programs, monitoring of revenues and expenditures for assigned budgets, performing personnel and operating projections, reviewing program requests for supplies and services, and participating in audits. Responsible for preparing annual budget submission materials for assigned programs, monthly and quarterly grant reports and reimbursement requests, and assisting program staff with the completion of grant applications. Monitors the agency's multiple gift funds for compliance with federal, state, and local regulations related to collection, recordation, and disbursement of funds gifted to NCS. Serves as a budget liaison with other county departments on joint initiatives, Fairfax County Public Schools (FCPS), grantor agencies, and program staff. Must be able to analyze large data sets in order to complete monthly reconciliations and calculate cost allocations across multiple programs. Processes journal entries and other financial transactions. Serves as a subject matter expert on financial matters and budget processes in order to assist and advise program staff on how to prepare budget requests, address financial issues, and ensure programmatic compliance with federal, state, and county policies. Familiarity with, and the ability to interpret and follow the federal Uniform Grant Guidance. Participates as a member of workgroups and as a departmental financial representative as necessary. Presents budget status reports and financial information to program managers and senior budget staff. Works collaboratively with County corporate partners, the department’s procurement staff, and other members of the financial team to ensure that finance and budget matters are handled timely, accurately, and in accordance with program needs to maintain continuity of operations and services for county residents. Works u nder the general supervision of a Financial Specialist III.

Note: The salary offer will not exceed the mid-point of the salary range $83,591.66.

  • Prepares and/or analyzes financial data and makes recommendations;
  • Plans, organizes and participates in the reconciliation of funds;
  • Prepares long range revenue and expenditure estimates necessary to forecast economic feasibility of various projects;
  • Reviews and verifies postings to appropriate ledgers and subsidiary accounts;
  • Prepares or assist development of the agency budget and monitors budget status.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus two years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a Child Protective Services check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. PREFERRED QUALIFICATIONS:
  • Experience working in government finance and budgeting;
  • Knowledge of generally accepted accounting principles and the federal Uniform Guidance;
  • Experience managing grant funding and preparing grant related reports;
  • Experience using financial modules of a corporate Enterprise Resource Planning (ERP) system such as SAP, Oracle or other similar systems;
  • Strong Microsoft Excel skills;
  • Strong written and oral communication skills;
  • Experience interpreting and analyzing data in order to make recommendations;
  • Demonstrated ability to interpret and follow complex policies and regulations;
  • Ability to present complex financial information clearly and accurately to both small and large groups of people;
  • Strong interpersonal skills and the ability to create and maintain positive working relationships with co-workers and customers.

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature. However, incumbent may be required to do some walking, standing, bending, and carrying of items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.
