$2,500 Signing Bonus*

Works as a person with extensive experience in solid waste operations, collection equipment, and vehicle maintenance for the Newington Solid Waste Collection Complex. Provides general supervision of operations, maintenance, and staff for residential and commercial collection of 45,000 homes and county agency facilities. Coordinates and supervises staff to ensure the necessary maintenance and repairs to vehicles and that the facility meets all applicable county, state, and federal regulations. Coordinates and monitors operational support for the weekly collection of the county’s residential refuse, recycling, and yard-waste operations, as well as front-load and roll-off service for county facilities. Resolves problems with customers, contractors, and regulatory staff, and approves invoices, purchase order requests, and payments as necessary. Reviews equipment condition and performance to plan for replacement cycles and upgrades. Provides the necessary oversight and direction for emergency operation programs (e.g., snow removal, floods, etc.) and contingency plans, and supports the development and implementation of succession planning for site operation leadership. Through the use of subordinate staff, ensures sound supply management and the availability of necessary equipment to achieve safe, efficient, and high-quality operations in an environmentally-sound manner. Other responsibilities include monitoring service providers and material supply contracts to ensure compliance with county procurement standards and procedures. As needed, prepares technical specifications for Department of Procurement and Materials Management (DPMM) contracts, and serves as liaison with the agency's financial administration group and DPMM on procurement actions. Also monitors operations, maintenance, and repair costs to ensure compliance with financial and budgetary goals, including the maintenance of databases, and the preparation of reports as directed.

*A $2,500 signing bonus is available to new county employees hired in the Public Works Environmental Services Specialist position after completing six months of employment with satisfactory performance. Applicants must possess a valid CDL at time of application submission to be eligible.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to: Graduation from an accredited college or university with a bachelor's degree in environmental sciences, engineering, construction management, or a related field; plus two years of experience in an environmental, engineering or construction management program.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license.
  • Class "B" commercial driver's license (CDL).
  • DOT Medical Card upon hire.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a medical examination to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  • At least six years of work in operations within a solid waste program or a related field.
  • Five years of supervisory and management experience in the solid waste collection industry with a strong background in overseeing daily collection operations in a safe and responsible manner.
  • Proven experience in maximizing collection route and operational efficiency. Experience in cost control and reduction.
  • Fleet maintenance experience or experience following maintenance programs for waste collection equipment.
  • Working knowledge and experience with computer software applications such as Microsoft Excel and Microsoft Word.
  • Two years of experience with Lytx Drive Cam.

PHYSICAL REQUIREMENTS:
Incumbent may be exposed to dangerous machinery, loud noises, extreme weather conditions, hazardous chemicals, odors, and infectious diseases. Ability to lift up to 50 pounds, stand, walk, climb, use hands to finger, handle, or keyboard, reach with hands and arms, stoop, and hear. Ability to communicate in English both orally and in writing. All duties performed with or without reasonable accommodations.
