Duties

The federal statistical system is a critical part of the federal government's work, spanning 13 principal statistical agencies, and dozens of other federal agencies, units, and programs. Federal statistics fundamentally inform decisions made by governments and businesses, and are of importance to the public in general. Data from the decennial census - mandated by the Constitution - are used for the apportionment of congressional districts among the states and for redistricting within the states. More broadly, federal, state, and local governments utilize federal statistical program data gathered by the Census Bureau and other agencies to inform the distribution of federal funding, assess the effectiveness of programs, and understand potential policy needs.

There is longstanding and ongoing congressional interest in federal statistical activities and the questions of what information does the federal statistical system collect, how is that information utilized, and what institutional arrangements, policies, and practices underlie the collection and use of that data. The work of the Government and Finance Division in this area focuses on these topics and related issues.

The ideal candidate will have experience conducting policy analysis in these areas and must be able to work as part of a collaborative team and serve as a resource for colleagues working in related areas. Strong writing, research, and presentation skills are essential, and strong data skills are beneficial.

The analyst will locate and interpret factual information; conduct research; prepare objective, non-partisan descriptive, background, and analytical reports; and participate in team research projects and seminars. The analyst is also expected to develop over time the skills necessary to provide policy and legislative analysis and consultation to congressional committees, Members, and staff at increasingly sophisticated levels.

CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for more than a century.

CRS is well known for analysis that is authoritative, confidential, objective, and nonpartisan. Its highest priority is to ensure that Congress has immediate access to the nation's best thinking on public policy issues of interest to its Members and Committees.

Analyst duties include:

Prepares a variety of analytical reports, memoranda, and written materials on public policy issues within the employee's area of professional knowledge to support congressional decision-making.

Through personal consultation, assists committees, Members, and staff with consideration of legislative issues by providing information and analysis, and applying professional subject-area knowledge.

Participates in CRS seminars, workshops, and/or outreach programs for committees, Members, and staff.

Prepares a variety of descriptive and background reports, memoranda, and written materials on subjects or public policy issues within the employee's area of professional knowledge.

Locates and provides information requested by Members and committees of Congress or their staff.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position may work a flextime or compflex work schedule.

The tour of duty for this position is full-time.

This is a non-supervisory, bargaining unit position.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
