Duties

As a Lead IT Specialist (CUSTSPT/INFOSEC), you will:
  • Serve as the Infrastructure and Operations, Lead IT Specialist reporting to the Director of End User Service for Infrastructure and Operations (I&O) within the Office of the Chief Information Officer (CIO), Office of the Secretary. Collaborate with DOT officials to support the investigation, development, and implementation of IT related strategic goals in support of DOT mission areas and the development of the next generation of the DOT IT infrastructure.
  • Provide leadership and ensure that best practices and industry accepted standards are applied in DOT information systems and operations support processes. Serve as a department-wide lead IT Specialist (CUSTSPT/INFOSEC). Interact with senior DOT officials, other federal and state and local agencies, industry leaders, and contractors.
  • Serve as an I&O IT Specialist Lead who performs a leadership role as a technical advisor and expert on (COE) mission areas which include IT Strategic planning, delivery of customer support services, End User Support activities, Self-Service IT support, Service Desk Services, remote field management support and liaison to other infrastructure support areas to include deskside services.
  • Lead a team of skilled professionals in recommending, evaluating, analyzing, and managing the implementation and operations of a wide range of Information Technology (IT) and information management services, interacting with the line of business and other DOT administrations in the development and operational support of IT systems solutions, and serve as team lead with several initiatives and projects: interface with project managers, IT analysts, contractors, and IT security staff in all CIO-related activities.
  • Lead technical analyses of the functional and management aspects of projects using data-related Information Security policies, directives, and procedures. Recommend improvements to internal control systems so that government resources are efficiently and effectively managed. Conduct vulnerability assessments on a regular basis; perform periodic reviews of existing internal controls for effectiveness and regulatory compliance; and ensure continuing enforcement and improvement of internal control systems.
  • Provide enterprise support, services, and tools required to enable the Common Operating Environment (COE) customers to execute their mission services efficiently, effectively, and economically.
  • Leverages data from the IT Service Management (ITSM) ticketing systems and other sources to proactively identify and resolve problems before becoming systemic.

The ideal individual will process a strong work ethic and ability to prioritize and execute field support deliverables to support COE business and mission needs through the development, implementation and maintenance of information technology requirements using excellent communication and customer service skills in a diverse workplace.

Qualifications

To meet the minimum qualifications for this position, you MUST meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-14, you must have at least one year of specialized experience equal or equivalent to the GS-13 grade level in the following:
  • Experience working in an Enterprise IT Infrastructure program supporting more than one of the following areas: Desktop Support, Server and Networking Operations, Enterprise Systems, Asset Tracking, IT Standards and Processes, Voice/Messaging Services, IT Service Management (ITSM), Business Management Operations and Nationwide Field Support.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Information Technology Program Management: Knowledge of the principles, methods, and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).
  • Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
  • Infrastructure Design: Knowledge of the architecture and typology of software, hardware, and networks, including LANS, WANS, and telecommunications systems, their components and associated protocols and standards, and how they operate and integrate with one another and with associated controlling software.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
