Duties

Incumbent typical work assignments may include the following:
  • Serving as the supervisor of the Emergency Response Team (ERT) unit, which is responsible for special situations such as, hostage taking armed intrusions, sniper, terrorist incident, and Weapons of Mass Destruction (WMD) or chemical incident/ accident response.
  • Planning for current, and long-range operations based on workload trends, policies and projected requirements of the detachment to assure law enforcement and security operations are performed in accordance with regulatory procedures and meet security and law enforcement requirements.
  • Advising immediate supervisors of security requirements and justifying changes to security plans and programs, staffing levels and priorities to meet requirements.

  • You may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime. This position is subject to recall 24/7 and the incumbent is required to work shifts; days off vary.
  • You must meet requirements of "Lautenberg Agreement" which outline rules regarding carrying of firearms.
  • You must qualify monthly, quarterly, and/or bi-annually as applicable, with assigned weapon(s).
  • Present a professional and competent image with a clean, neatly pressed uniform or attire. Safety and effective performance requires a well-groomed and tidy appearance, proper decorum and appropriate responses.
  • This position is designated as a Testing Designated Position (TDP). You are to refrain from the use of illegal drugs and, if required, submit to urinalysis testing and random testing, sign statements acknowledging the TDP.
  • This position is designated as a MISSION ESSENTIAL. Mission essential employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations.
  • This position requires successful completion of the Physical Ability Test (PAT).
  • The employee must pass the PPD/ERT Basic SWAT Operators Course and the PPD/ERT Bi-Annual Tactical Physical Fitness Test. These are in addition to the PFPA Physical Fitness Test.


Qualifications

ADDITIONAL CONDITIONS OF EMPLOYMENT
  • This position requires the incumbent to take and pass annual medical and physical fitness examinations; to carry and qualify with PFPA designated weapons twice a year on a test; to wear personal protective equipment (PPE), i.e., ballistic vests, etc.; and to pass all designated PFP/PPD certification programs. This includes being trained and then qualifying in how to deal with an active shooter.
  • The following medical requirements apply to all incumbents: good near and distant vision, ability to distinguish basic colors, emotional and mental stability, and the ability to hear the conversational voice. In addition, the position requires common physical characteristics and abilities in agility, dexterity, and strength to endure regular and recurring physical exertion such as long periods of standing, walking, driving, bending, stooping, carrying or dragging unconscious victims up or down multiple flights of stairs, moving heavy or unwieldy objects over 50 lbs., running, climbing, crouching, crawling and kneeling during pursuit possibly in restricted, dark and hot or cold spaces, or defending oneself or others against physical attacks, possible exposure to explosives, chemicals, or other weapons of mass destruction (WMD).
  • The incumbent must be in a constant state of physical readiness and must be capable of demonstrating maximum physical exertion without warning. Any hesitancy, reluctance, or inability to fully engage in a critical situation that requires full-unrestricted physical capabilities could have tragic, if not fatal consequences.
  • Retention in this position is contingent upon the successful completion and passing of all agency-training requirements. Requires passing PFPA physical examination annually, the ability to carry or drag unconscious victims over 100 lbs, as well as qualifying as "Expert" on assigned weapons.
  • This position is identified as a covered position under the PFPA Civilian Mobility Program, Regulation 1400.24, effective September 28, 2015. This position requires that candidates selected on or after 11/14/2016 must sign a mobility agreement as a condition of employment. PFPA may relocate covered positions and covered employees in permanent changes of duty station between PFPA duty locations in the National Capital Region; Raven Rock Mountain Complex (Adams County, Pennsylvania); Glynco, Georgia; Harrisburg, Pennsylvania or Baltimore, Maryland and potentially other locations to improve mission effectiveness or enhance individual career progression.

Police Officers assigned to "Special Units" may be eligible for an additional 6% supplement (Special Unit Pay) upon successful completion of required training.

Retention in this position is contingent upon meeting PFPA medical standards and performing duties required by the Special Unit. Upon movement out of a Special Unit position to a Non-Special Unit position, employee is no longer authorized the additional 6% supplement (Special Unit Pay)

You may qualify at the AD-09 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the AD-08 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:
1) Ability to direct the work of law enforcement personnel based on priorities and emerging security conditions; and,
2) Planning for current and long range operations to support security and law enforcement requirements; and,
3) Instructing employees in specific tasks and work assignments; and,
4) Providing input and recommendations on work and administrative matters;

OR
1) Enforcing a full range of federal, state, and local laws, ordinances, rules and regulations as they pertain to law enforcement work; and,
2) Performing contingency actions in response to incidents, emergencies, and hostile actions (e.g. active shooter), as a member of a law enforcement response force or ERT/SWAT Team; and,
3) Rapid deployment to contain, control and neutralize threats to community or property; and,
4) Establishing perimeter security to evacuate an affected area.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.

Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
