*INTRODUCTION*This position is located in the Office of Contracting & Personal Property Management (OCon&PPM), Smithsonian Institution. OCon&PPM is responsible for the overall planning, management and execution of the Smithsonian Institution's contracting, simplified purchasing, personal property and policy programs. The Incumbent of this position serves as the Program Analyst in the Travel and Charge Card Services Division (TCCSD) of the Office of Contracting and Personal Property Management (OCon&PPM). TCCSD provides a full range of travel and Government charge card support and services to the Smithsonian Institution (SI).The incumbent serves as the Agency/Organization Program Coordinator for the Government Travel Card (GTC) program management and subject matter expert on issues relating to the General Services Administration (GSA) GTC Services Program (Travel).*MAJOR DUTIES: *As a Program Analyst, the incumbent provides authoritative advice and assistance to the SI relating to GTC Services Program. The incumbent provides expert technical expertise and knowledge as it relates to monitoring, scheduling, and implementing travel card policies and initiatives. Incumbent conducts and provides periodic analysis of the program, provides functional recommendations to the GTC program's overall structure, and resolves major problems that could prevent the GTC program from operating efficiently and effectively. The incumbent provides program and life cycle management support; and initiates and establishes travel card policies, regulations, procedures, and documents for the SI.*TECHNICAL COMPETENCY: *As a technical expert, incumbent conducts research to develop and implement a broad range of travel card program requirements established by the Office of Management and Budget (OMB), the Department of Treasury, the General Accounting Office (GAO), the General Services Administration (GSA), the Department of Interior, and the SI. Incumbent develops and provides authoritative internal management reports and policies to the OCon&PPM, technical service providers, and SI officials as requested or on a pre-determined basis. Incumbent provides thorough, accurate, and timely data about individual dual account characteristics and activities; and provides statistical analyses of participation, delinquencies, debt aging, etc. 30%*COST ANALYSIS AND METRICS DEVELOPMENT: *Performs continuing analyses of the effectiveness, efficiency, cost effectiveness, and other key parameters of the GTC program progress and success. As a subject matter and technical expert, incumbent establishes goals, priorities and measurements of the programs performance and effectiveness. Develops or plays a key role in the development of detailed program plans (many without precedent and long range). Develops program cost estimates. Conducts cost comparison/benefit studies of current or projected programs. Based on analytical results and reports, identifies potential problem areas. Recommends revisions, new strategies, program modifications, or other remedial actions to correct problems and deficiencies. Designs and conducts complicated studies, analyses, reviews, and research projects designed to measure and evaluate program accomplishments, effectiveness, and compliance with Departmental rules and regulations. 25%*TRAVEL POLICY GUIDANCE AND IMPLEMENTATION: *As a Program Analyst, the incumbent must be the Subject Matter Expert with GSA Federal Travel Regulations, Institution policy and procedures regarding official Government travel and authorized purchases as they relate to the travel card for the entire Institution and its travel community. Implement SI policy and guidance related to the Travel Card Program. The incumbent is responsible for processing all travel card applications. The A/OPC must keep open lines of communication with cardholders, supervisors and managers to ensure that all participants are aware of regulations and policies governing the SI Travel Card Program. Educates cardholders and supervisors/managers on the proper use of the travel card. Maintain files on cardholder accounts. These files should include the application, signed Statement of Understanding; correspondence pertaining to the cardholder, ie, training certificates, account maintenance requests, and delinquency notifications. The incumbent ensures files are properly secured and that confidentially is maintained in accordance with security and privacy regulations. 15%*RESEARCH AND AUDIT ANALYSES: *Develops techniques suitable for evaluating the organization's programs. As the information capabilities regarding the card program becomes increasing complex, incumbent is required to and must stay abreast of current delivery systems and their interface capabilities (ie interface with other SI systems such as the ConcurGov, PeopleERP, etc.). Incumbent develops methods for reviewing and analyzing the achievements, goals, and program effectiveness of SI and other external organizations; and provides expert advice and assistance to other staff members on methodologies and approaches to be taken in performing program analysis. Incumbent serves as the SI representative in response to GTC program audits, reviews and inspections. Incumbent is responsible for customer inquiries, monitoring and managing the travel card's impact on provisions of SI Directive 322. As a technical expert, incumbent provides functional expertise and resolves system problems and related issues. 15%*COMMUNICATION AND TRAINING: *Incumbent reviews all test plans and monitors all test reports. Incumbent designs, implements, updates, and oversees travel dissemination vehicles, updates and oversees the GTC systems websites and other information dissemination for the organizations Travel Card Program. Monitors development of training plans and schedules; instructs or provides training relating to the travel card or system. Prepares and manages external program reports and briefings. Negotiates effectively with management to accept and implement recommendations on program improvement, where the proposals involve substantial agency resources, require extensive changes in established procedures, or conflict with organizational desires. Accomplishes detailed feasibility capability studies to assess the Department's ability to support program plans. 15%Job Type: Full-timePay: $106,823.00 - $138,868.00 per yearSchedule:* 8 hour shiftWork Location: Hybrid remote in Washington, DC 20024
