Let us discuss how food is at the center of everyone's healthy life!*Position*Under the general of direction of the Controller, the Budget & Accounts Payable Manager oversees the budget and procurement functions at the Capital Area Food Bank and provides accounts payable oversight. This role manages the staff accountant - accounts payable.*Responsibilities*Budget Oversight - 30%* Works with the CFO on the annual business planning process to determine the operational and capital budget* Prepares quarterly budget to actual analysis for the CFO's review* Completes the mid-year budget forecast review based upon direction from CFO* Identifies process efficiencies to improve the budget and forecast process* Provides input, training, and guidance to key usersProcurement - 30%* Leads the procurement function for the organization* Assists and trains staff on procurement processes, serving as a subject matter expert* Maintain the procurement policy and create corresponding forms, user guides and procedures* Manage contracts and purchase orders, including assisting the Food Resourcing Group with purchase order issues* Assist with contract reviews and coordinate with external legal counsel when appropriate.* Works with subject matter experts contract negotiations with suppliers for terms, conditions, and scope of work. Liaise with CEO and CFO, when necessary.* Establish key performance indicators (KPIs) and metrics to monitor the efficiency and cost effectiveness of the procurement functionAccounts Payable Management - 30%* Manages the accounts payable, corporate card, and employee reimbursement process. Ensures vendor invoices and reimbursements are paid timely and accurately. Reviews vendor payment batches prior to disbursement.* Manages AP-related systems (Netsuite, Tipalti, Concur)* Manages relationships with vendors* Provides management oversight to the staff accountant and assists with complex vendor queries.Miscellaneous - 10%* Assists the Controller with monthly, quarterly and year-end close processes.* Assists the Controller with operational and financial audits, the preparation of audit schedules and the organization's financial statements* Leads or participates in special projects and implementation of new systems or other process improvements* Performs other related duties as assigned*Qualifications** Bachelor's degree in Accounting, Finance, or a related field* CPA preferred, but not required* Five to seven years (preferred) of increasingly responsible financial and analytical experience, with experience managing budgeting and procurement functions. Candidates with fewer years will be considered if they possess specific experience relevant to job description.* Strong technology/computer skills are crucial, including understanding of complex ERP systems and related system integrations* Experience working with mainstream accounting systems and third-party integrations* Strong Microsoft excel skills - with the ability to create and maintain complex MS Excel spreadsheet and workbooks.* Job experience demonstrating use, application, and knowledge of US GAAP principles, concepts, and theories.*Incumbent must posess/demonstrate the following attributes: ** Driven - Attention to detail and solid communication skills. Demonstrates the ability to plan, organize and prioritize multiple assignments. Ability to work with limited supervision and make sound independent decisions. Strong time management, analytical, communication and interpersonal skills.* Technical - Knowledge and understanding of key accounting policies, procedures, and concepts. Ability to develop methodologies for analysis and reconciliation is necessary.
