COMPLIANCE MANAGERJOB DESCRIPTIONTowner employs a Compliance Manager to manage and oversee compliance at the corporate level and at the properties that it manages. The Compliance Manager is responsible for making sure that all employees are complying with company policies and procedures; Property Regulatory Agreements and other organizational documents; and all applicable laws, rules, and regulations. The Compliance Manager reports to the Chief Operating Officer.Essential FunctionsThe Compliance Manager must be available to work five days a week from 8:30 am until 5:00 pm, at the main office and at property locations. The Compliance Manager must be able to walk to all floors at each property, including basements and attics, where accessible. The Compliance Manager must have a properly licensed vehicle they can use, possess a valid Maryland Driver's License, and have a good driving record, as defined by the company.General DutiesThe Compliance Manager has the following general responsibilities.* File Compliance- The Compliance Manager ensures that tenant files are in compliance with all applicable laws, rules, regulations, and regulatory requirements. The Compliance Manager is responsible for approving all move-ins for the properties. The Compliance Manager visits each site office to review move-in certifications and annual certifications of income and assets to ensure timely compliance with the regulatory documents, and federal and State guidelines for the certification of incomes. Periodically reviews and corrects tenant files to ensure they are neat and orderly and that all documentation, applications, leases and renewals, certifications and re-certifications and required tenant information are properly maintained. The Compliance Manager writes up a summary of each file review visit, and makes the summary available to the Property Manager and Senior Management. The Compliance Manager ensures that the Property Manager corrects all findings.* Physical Inspection and Management Reviews- The Compliance Manager makes sure that properties are prepared for city, state, federal, investor, and owner inspections and reviews. The Compliance Manager walks properties before reviews and notes physical issues to correct. The Compliance Manager ensures that files are in order before management reviews. The Compliance Manager makes sure that all necessary documentation and signage is at the sites.* Audits and Taxes- The Compliance Manager assists the CEO / President with property audits and taxes. Such assistance includes, but is not limited to, compiling information for accountants; answering questions about properties, expenditures, and receivables; ensuring that all audits and taxes are filed on time.* Record Retention- The Compliance Manager assists with implementing the company's Record Retention Policy and goals. The Compliance Manager makes sure that property managers are properly retaining, safeguarding, and disposing of information. The Compliance Manager works with IT to make sure files are secure on the server and that user permissions limit access to only those documents that are necessary. The Compliance Manager works with the General Counsel to make sure basement files are properly labeled and ordered. The Compliance Manager helps to coordinate the annual company document shredding.* Internal Controls- The Compliance Manager reviews our internal controls for finances and properties. The Compliance Manager discusses those controls with Senior Management and recommends additional controls. The Compliance Manager implements new internal controls and monitors compliance with those controls.* Lead Paint- The Compliance Manager ensures that all properties and units are maintained in compliance with lead paint laws.* Property License - MFD - The Compliance Manager along with the Admin Assistant will track and make sure that all properties are properly registered and have a Multi-Family Dwelling license.* Training- The Compliance Manager seeks continuing education opportunities to ensure that knowledge of all applicable laws, rules, regulations, and regulatory requirements are up to date.* Compliance Manager will annually review and update all income limits; rent limits and utility allowance and make sure the sites are updated.* Compliance Manager will renew all HUD contracts on an annual basis or as neededEducationThe Compliance Manager must have a BA or BS The Compliance Manager must have tax credit and HUD certification and fair housing training (or must acquire such certifications within a reasonable time of hire).SkillsOral Communication SkillsWritten Communication SkillsInterpersonal SkillsTenant RelationsDiplomacyNegotiationsOrganizationPlanningTime ManagementTax Credit CertificationFair Housing TrainingProfessionalismComputer LiteracyProblem SolvingFlexibilityJudgmentJob Type: Full-timePay: From $60,000.00 per yearBenefits:* 401(k)* 401(k) matching* Dental insurance* Flexible spending account* Health insurance* Paid time off* Vision insuranceSchedule:* 8 hour shift* Day shift* Monday to FridayEducation:* Bachelor's (Preferred)Experience:* Affordable Housing Compliance: 5 years (Required)License/Certification:* Tax Credit Certification (Preferred)* HUD Certification (Preferred)* Fair Housing Training (Preferred)Work Location: One location
