The Parent Educator provides education and support to parents enrolled in the Parents as Teachers Program (PAT). Parents as Teachers is an evidence-based home visiting parent education model that includes four dynamic components consisting of 1) personal visits; 2) group connections; 3) resource network; and 4) child screening. The goal of the program is to increase parent knowledge of early childhood development, improve parent practices, provide early detection of developmental delays and health concerns, prevent child abuse and neglect and increase children's school readiness and success. The Parent Educator conducts assessments, provides counseling, education and resource connection to parents enrolled in the Parents as Teachers program.ESSENTIAL DUTIES AND RESPONSIBILITIES:* Plans, provides and documents personal visits focused on parent-child interaction, development centered parenting, and family well-being.* Conducts home visits, as appropriate, to assess the child/family for needs and provide services.* Completes an initial and annual family centered assessment with each family.* Develops, monitors and reviews goals with each family.* Addresses challenging issues and behaviors using the PAT curriculum and/or protocols.* Conducts health reviews and developmental screenings and initiates appropriate referrals and/or activities to enhance child development.* Conducts parenting screenings for depression, intimate partners violence and substance abuse.* Identifies family needs and provides information and referrals to other community agencies on a regular basis.* Develops and maintains resource linkages within Prince George's County Government, PGCDSS, PGCPS, and local school community to support children and families.* Works in cooperation with team members in the planning and implementation of group connections, generating topics/themes based on parent's needs to give families opportunities to build social connections with each other.* Maintains an electronic case record on all implemented activities including all required documentation with regard to case activity, demographics, assessments, referrals, dismissal summaries, and individual/family/group interventions.* Maintains client confidentiality and integrity.* Participates in supervision, staff meetings, in-service and professional development opportunities as required by agency policy or instructed by supervisor.* Obtains and maintains PAT Parent Educator Certification.* Provides information to the community on the Parents as Teachers Program.* Assists with community outreach, programs and service delivery within the Office of Strategic Partnerships and Community Solutions.* Performs other duties as assigned.QUALIFICATIONS AND EDUCATION:* Bachelor's degree in early childhood education, social work, psychology, sociology, human services, or other related fields. Master's degree preferred.* Three (3) to five (5) years of related work experience is preferred, to include experience in early childhood education, parent education, health or social work.* Knowledge of community-based organizations preferred.* Experience working with or providing services to young children and families.* Knowledge of infant and child development.* Ability to build trusting relationships with families and maintain effective working relationships with all staff, families, and the public.* Experience coordinating and collaborating with appropriate stakeholders to assess and address family needs.* Self-motivated with the ability to work independently, as well as part of a team.* Strong written and verbal communication skills.* Effective time and project management skills.* Ability to travel throughout Prince George's County.* Understands and respects the diversity of families' economic, linguistic and cultural backgrounds and situations and demonstrates a high degree of cultural awareness and competency in cross-cultural practice with stakeholders.* Available to work a flexible schedule that includes evenings and some weekends.* Ability to demonstrate good judgment, tact, confidentiality, diplomacy, patience, and courtesy.* Knowledge of research-based strategies that support parent, family and community engagement.* Ability to manage multiple tasks and coordinate events that foster family and community participation.* Ability to maintain documentation to provide evidence of parental engagement activities.* Must be comfortable with the use of data and presenting data to small and large groups.* Computer literacy to include the use of Microsoft Word, Google applications and virtual platforms.* Bi-lingual Spanish speaking preferred, other languages desired.* Proficiency in virtual platforms and use of technology for human services delivery.COMMENTS:This description is intended to describe the essential job functions, the general functions and the essential requirements for the performance of this job.
