Helps to coordinate and integrate the Law DepartmentA$ cents A cents ' not A cents " cents s efforts with the InstituteA$ cents A cents ' not A cents " cents s research, government affairs, operations and strategic communications functions in support of Institute positions and initiatives. Represents the Institute on pension and retirement matters before agencies including the Department of Labor, Treasury Department, Internal Revenue Service, Securities and Exchange Commission and, as appropriate, the US Congress.**MAJOR DUTIES & RESPONSIBILITIES*Analyzes pension and retirement issues and developments. Helps achieve Institute policy objectives, taking into account membersA$ cents A cents ' not A cents " cents interests, the goals and needs of retirement savers, and concerns of regulators and legislators.*Regulatory and Legislative Activities** Analyzes pension and retirement regulatory initiatives and other matters involving, for example, the Department of Labor, Treasury and Internal Revenue Service.* Advocates Institute positions before regulatory agencies and Congress through written testimony, comment letters and oral presentations.* Identifies and implements initiatives (i) to assist members in regulatory compliance efforts, and (ii) to identify and address areas of potential risk management concern for ICI and its members.*Coordination with Other Institute Staff and Industry Organizations** Communicates and collaborates regularly and effectively with other Institute staff.* Coordinates with the Government Affairs staff to analyze, comment on and develop legislative proposals relating to pension and retirement income policy issues.* Coordinates with the Research staff on pension statistics collection and other research projects relevant to retirement plan products, services and regulations.* Assists the Strategic Communications staff in understanding key pension and retirement issues, in developing strategic communications and ensuring the accuracy of public communications, including press releases and other public statements.* Coordinates with Operations Department staff regarding regulatory or legislative proposals that may place operational burdens on the fund industry.* Collaborates with other relevant industry organizations in developing communications and policy advocacy.*Member Communications and Other Initiatives** Helps prepare agendas and the development of objectives for the InstituteA$ cents A cents ' not A cents " cents s Pension and Pension Operations Committees; participates, as appropriate, in other member committee, subcommittee and ad hoc committee meetings.* Communicates significant industry developments to members and others through written memoranda, other written materials, and teleconferences/videoconferences.* Assists in development of Institute conferences, webinars and workshops, serving as moderator when appropriate.*MINIMUM JOB REQUIREMENTS**Knowledge, Skills and Abilities**Professional** Solid knowledge of ERISA, the Internal Revenue Code and other laws and regulations governing retirement plans./** Understanding of mutual funds, collective investment trusts and separate accounts, and their role in the retirement marketplace and of advisers and their activities as retirement plan recordkeepers.* Understanding of government and regulatory environment and processes.* High capacity for critical legal and factual analysis (knowledge of relevant laws, grasp of business and other issues, soundness, thoroughness, marshalling of information, organization of data).* Strong ability to communicate effectively in writing and orally.* Sound problem-solving ability and judgment.* Strong member services skills.* Proven ability to advocate positions, obtain consensus, and influence outcomes as appropriate.* Ability and commitment to work collaboratively with other Institute staff.* **_/* Subject matter expertise includes: ERISA and Internal Revenue Code rules and regulations governing retirement savings plans (eg, 401(k) plans, 403(b) plans, and individual retirement accounts), investment vehicles and products used in such plans, and service providers to such plans. This includes knowledge of fiduciary responsibility and prohibited transaction rules; tax-qualification rules; regulation of investment advice; implementation of SECURE Act changes; pending legislative retirement savings proposals; the role of investment funds and recordkeepers in the retirement marketplace; and alternative products, such as annuities, that serve as retirement savings vehicles._**Personal** High degree of productivity, responsiveness, initiative, and flexibility.* High degree of innovativeness, creativity, and strategic thinking.* Strong leadership and management skills.* Ability to plan and prioritize; excellent project management skills.* Strong ability to work well with others.*EDUCATION & EXPERIENCE** Excellent academic record and achievement.* JD degree and member of a state Bar.
