Company Description*Oxfam America**Job Description*Consultant: Policy analysis and coalition support for NEPA Advocacy*Oxfam America is looking for a consultant to support its Climate Justice team and Climate Campaign team in preparation for 2023 NEPA advocacy such as the Phase II rulemaking from the Council on Environmental Quality (CEQ) and related Congressional activities.The consultant will report to the Climate Justice Director, matrixed with the climate campaign lead, between 1st December 2022 and 31st March. During this period, it is anticipated that the consultant will be available for 1.5-2 days per week.*Background*Beginning in early 2022, Oxfam has advocated that the Council on Environmental Quality (CEQ) put forward a rulemaking to protect and strengthen the National Environmental Policy Act (NEPA) in order to further protect environmental justice communities and require stronger climate protections regarding fossil fuel related emissions and waste. Unfortunately, in September 2022, a side deal was announced as part of getting Manchin's vote on the Inflation Reduction Act that would have gutted the National Environmental Policy Act (NEPA), forced the approval of the Mountain Valley Pipeline, and made it easier to build dangerous and climate disastrous fossil fuel infrastructure with several fast-tracking provisions. To respond, we pivoted to seek to protect NEPA and other bedrock environmental laws from congressional meddling and stop this dirty deal, alongside coalition allies. Oxfam seeks a policy consultant to support our capacity to influence the next phases of NEPA advocacy where we will continue to protect and strengthen the law through decision-maker, supporter, and media engagement,*Objectives*The consultant will be responsible for the following:1. Maintain relationships with, and gather information from, the White House Council on Environmental Quality to ground the Climate Campaign team in the relevant context for developing strategies to influence the NEPA Phase II rulemaking and other processes.2. Support the Climate Team and Climate Campaign Team in maintaining relationships with relevant partners in order to collaborate in advocacy and develop Oxfam policy positioning and public messaging.3. Prepare policy briefs, building on existing Oxfam position papers, that outline our vision for permitting that allows for just and efficient renewable uptake and a rejection of fossil fuels, to influence the Phase II rulemaking, given the current context.4. Serve as a spokesperson and be prepared to answer policy questions that arise from internal and external stakeholders.*Key deliverables*It is expected that the consultant will:* Deliver a lay of the land analysis, based on meetings with partners and research, that provides insight into how Manchin's permitting deal and the election will impact the potential for strengthening NEPA and options for increasing renewable uptake promised by the Inflation Reduction Act without undermining community consultation processes.* Develop a policy fact sheet that can be shared with media and decision makers.* Conduct meetings with CEQ and partners to promote our policy goals.* Provide a policy review of key messaging documents for public campaigning.* Deliver an end-of-project report summarizing key lessons from the process and listing out key contacts and ally relationships.*Experience*The consultant should have experience in domestic, federal climate and environment policy analysis and advocacy, ideally working with environmental justice coalitions.
