Director, Chief of Staff - People Technology

The Chief of Staff is a Leader of Leaders responsible for business management operations (Strategy/Storytelling, Budget/Labor, Communications, Organization Effectiveness and Events, and Internal Partnership Engagement). This individual will partner and support People Tech Senior Leadership by developing, implementing, and sustaining the following strategic areas foundational for People Tech Strategy & Operations, Architecture, Data Engineering, Software & Platforms Engineering, Innovation Hub, People Associates Experience (ie. Joining, Learning, Financial, Workplace Solutions, Supplier Mngt, etc.) and success of Enabling Growth and Innovation for the associate experience and businesses. We are focused on delivering exceptional experiences and Tech innovations for Capital One associates and business partners. As a team, we deliver modern engineering capabilities and platforms.

As a Leader of Leaders in People Technology operating in a central function across discrete domains for an organization undergoing and leading significant change enterprise-wide, the Chief of Staff will be experienced in people and organizational leadership, data-driven storytelling and operating effectively in a multi-level management in a matrix environment.

Responsibilities

Reporting to the MVP, People Technology who oversees Architecture, Engineering, Data, Operations, etc. and will develop and lead the Planning Processes (and Mechanisms), Internal & External Ops Reviews, ongoing operating processes (including KPIs & metrics) to execute predictably on People Technology strategy, enable strategic decision making, effective execution of the strategic roadmap and top initiatives. The Chief of Staff is also responsible for developing our overall organizational capability to ensure we keep our talent engaged through action on our Commitments, People/Talent Strategy & Engagement, on-going organization communications, and identifying growth opportunities for our next generation of leaders with a focus on leveling the playing field for staff while maintaining a high bar and accountability.

This leader will work with the People Technology MVP and senior leadership team to create, implement sustainable and repeatable business operating processes to drive a culture of predictable execution and deliver results - on budget, on plan. This position will have a dedicated team and will also work extensively with leaders across Tech, Enterprise and LOBs. It is expected that this leader will be an individual who has the ability to establish rigorous processes to drive business performance. While managing the business operating processes, s/he will partner with priority owners, the PMO, and the cross functional leadership team to foster a streamlined environment of accountability, excellence, collaboration, and execution within Information People Technology.

Planning: Assist the MVP and leadership team with strategic planning including financial and staffing planning and managing in collaboration with People Technology and executive leaders and internal partners (ie. Cyber, ESM, Finance, HR, etc.)

Operating Rhythms: Create and manage effective, scalable processes to manage operating rhythms such as internal & external ops reviews, KPIs & metrics, staff meetings, global visits, and operational excellence initiatives. Requires an ability to lead and influence to inject new operational processes to drive executional discipline and excellence. Will work on complex issues where analysis of situations or data requires an in-depth knowledge of the company and customer quality. Oversee and ensure quality processes are in place for all Initiatives to enable predictable execution. Work closely with People Technology Engineering leader and cross-functional partners to develop the technology and process infrastructure required to support Operational Excellence (e.g. process automation and workflow management, dynamic dashboards (web and mobile), multiple data input pathways (e.g. web and mobile), portfolio management & reporting tools, document repositories, etc....in service to moving quickly, consideration of all stakeholder time, agility and staying focused.

Strategic and Operational Alignment : Work closely with all business units and functions to align operations with strategy. S/he will be expected to support and facilitate organization strategy, vision and goals, in partnership with the People Tech leadership team and effectively maneuvering through appropriate formal and informal organization channels. Also, looking to assist in management of the team strategy by owning the agenda for weekly SLT staff and strategy meetings.

Influence across all levels of the organization will be key for this role. Looking for an effective challenger, capable of influencing the senior leaders and leadership team to think differently while influencing Business, Tech and partner groups on strategic and relevant issues and topics.

Facilitation : Partner with People Technology delivery office (PDO) and help manage portfolio view as well as be able to identify portfolio risks and dependencies for Divisional CIO. Take the lead in defining tradeoffs for timely decision making including resolution among functional areas for resources and prioritization. As a heavy customer of the People Technology PMO, work closely to plan, ensure resourcing, and proactively identify and mitigate risks. Develop and manage KPIs and metrics as reported on a dynamic dashboard for a real-time view of our current execution across our portfolio. Must have ability to organize and develop implementation strategy and roadmap for large and complex business and technology initiatives.

Communications: Responsible for the facilitation of departmental planning, meeting management and administration as well as work with the leadership team to plan and execute key messages and deliver to internal andexternal audiences with a high priority on consistent, frequent organizational communications. Which will include, working with internal comms on strategy and marketing to customers and technology teams across Capital One. Excellent interpersonal skills, communication, analytical and leadership skills will be critical for success as well as building rapport and credibility with multiple stakeholders across the organization.

Organizational Capability : Lead the team's efforts to significantly improve employee engagement. Establish Talent Planning, Coaching, Mentoring, Shadowing, and the formation of Employee Engagement teams. Champion employee engagement and diversity consistent with the team's efforts to mature our understanding and actions including opening pathways in order to increase the diversity of the team.

Budget : Nail the Quarter, Secure the Year. Establish and manage budget planning as part of the Strategic Planning Process. Create and manage ongoing budget reviews, budget owner tools, help identify risks and opportunities, and manage contingency exercises and processes. As we transform as an organization and consolidate/ rationalize/ acquire technology and resources, we must be able to forecast and accrual to ensure the budget is tracking to plan and stays within expected variances.

In order to be successful, the ideal candidate must be passionate about our customers, clients and technology. Excellent interpersonal skills, communication, and people/leadership skills will be critical for success. Success depends on building rapport and credibility with multiple stakeholders across the organization. The candidate must be a strategic leader that is naturally agile and flexible in fast-changing and undefined situations. Self-awareness is key.
  • Manages diverse operational functions usually for a very large, complex department or for a complete line of business.
  • Must possess strong oral and written communication skills along with strong presentation skills and the ability to work with other departments and varying levels of management, including senior leadership.
  • Proven ability to define success by using metrics and data driven measurements, and is able to communicate these expectations clearly.
  • Financial control/budgeting and consolidation.
  • Ability to handle a number of simultaneous projects and tasks while demonstrating urgency and ownership to drive issues to completion.
  • Strong program management skills.
  • Must be highly organized and goal/execution oriented.
  • Other industry certifications will be considered a plus.


Basic Qualifications:
  • Bachelor's Degree
  • At least 5 years of experience in technical management
  • At least 4 years of experience in staff management and training
  • At least 4 years of experience in budget management
  • At least 4 years of experience in project or process management


Preferred Qualifications:
  • Bachelor's Degree in Business, Finance or Organizational Development
  • 5+ years of experience in software engineering
  • 8+ years of experience in staff management and training
  • 8+ years of experience in organizational development and performance
  • 3+ years of experience in HR technology and other enterprises (Legal, Supplire Mngt, Facilities, M&A, etc.)
  • Certifications: PMP, AWS, CIO-related, etc.
