Duties

Team Leadership. Foster a culture of excellence while promulgating strategic direction and guiding implementation. Develop and oversee the implementation of the division work-plan, assess organizational capability and capacity requirements, assure quality completion of assigned tasks, and direct division-level material and non-material adjustments to ensure the division's responsibilities are satisfied. Prescribe specific, measurable, achievable, and time-bound expectations, identify development opportunities, and recognize excellence. Draft division input into supporting contract requirements and evaluations.

Technical Leadership. Provide substantive expertise on intelligence prioritization and related engagement with intelligence and warfighter communities. Lead the solicitation, validation, and codification of intelligence priorities with IC, DoD, and non-title 50 customers. Manage the production and development of the NIPF product line and lead NIPF modernization efforts.

Cross-Organizational Collaboration. Work closely with Division counterparts in the Analysis Group and with other MPAC Groups, including the Performance Assessment Group and NIMC partners. Actively seek out and respond to NIPF customers, both those that assist in deriving and validating priorities and those that use the NIPF to guide their collection and analytic activities. Seek out and cultivate IC mission partners to strengthen the awareness and implementation of the NIPF.

Support briefings to senior IC officials and other major stakeholders on collaboration progress, issues, and challenges.

Must be a current permanent ODNI employee.

Qualifications

Extensive knowledge of IC organizations and of IC mission posture, structures, capabilities, and processes.

Demonstrated customer service skills, including identifying methods to engage, seeking feedback, and developing innovative solutions to satisfy emerging customer needs.

Demonstrated oral and written communication skills, including drafting and editing written reports of varying length and complexity and communicating effectively with audiences of varying seniority and expertise.

Demonstrated collaboration skills and ability to lead interagency working groups and build coalitions with IC elements to achieve common goals.

Desired Requirements

Extensive knowledge of the National Intelligence Priorities Framework and Intelligence Functions prioritization (e.g., HUMINT "Big Board").

Demonstrated ability to design and implement integration strategies for IC initiatives and programs, including managing human, financial, and information resources.

Extensive knowledge of DoD's role in collection and analytic activities.

Demonstrated analytical and critical thinking skills, including the demonstrated ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.
