Minimum Qualifications

Education
  • Bachelor's degree in communications, computer sciences or imaging and information design, or a related field.
    • In lieu of a Bachelor's degree, a high school diploma or a general equivalency diploma (GED), four (4) years of experience in performing or supervising digital design, service bureau or prepress activities in addition to the years of experience below

Experience
  • A minimum of six (6) years of considerable, progressively responsible commercial experience in performing or supervising digital design, service bureau, or prepress activities and advanced experience in cross-platform publication typesetting, design and layout, vector illustrations, raster imaging and manipulation or in designing and producing web publications and pages for a complex organization.
  • Experience must have included at least three (3) years of supervisory experience

Certification/Licensure
  • N/A

Preferred
  • A forklift license and extensive knowledge in print, mail and receiving functions

Job Summary

The Production Supervisor, Replication and Digitizing Services is accountable for both technical knowledge and management skills. This position provides the daily supervision of Washington Metropolitan Area Transit Authority (WMATA)'s Print Shop, including facilities and personnel. The incumbent is responsible for processing incoming jobs, keeps detailed records of the work, assigns, and prioritizes work, schedules staff, maintains supply inventory and establishes quality standards.

Additionally, the incumbent will have responsibilities of the supervision of the Authority's mail and receiving services. The incumbent will be responsible for supervising Metro's centralized mail room operation, which includes mail pick up and distribution, freight receiving activities and vehicle maintenance.

Essential Functions
  • Formulates and prepares print requests, prepares cost estimates. Coordinate's methods and procedures for economical and efficient production. Implements a production work schedule to meet deadlines on multiple projects'; develops databases and maintains job logs for assigned projects; creates and implements an accountability system for each phase of the production schedule.
  • Provides consultation and assistance to clients during project development regarding the printing production process including how to coordinate and facilitate the project's requirements in a timely manner. Works with customers to define project requirements and provide advice on best processes and procedures.
  • Inspects and verifies completed projects to meet quality standards; monitors all printing systems to insure appropriate and safe procedures are followed as required by operation manuals; maintains inventory of paper, bindery supplies, toner, order supplies and other consumables. Verifies accuracy of billing. Ensures the finished product meets customer expectations and the print shop is operating in a safe and orderly manner.
  • Supervises the print shop's Digital Document Specialists, assigns projects, monitors workflow, and consults as needed.
  • Coordinates and oversees the Warehouse and Distribution Clerks. Makes sure that order fulfillment is accomplished within established guidelines. Develops and schedules pick-up and delivery time frames. Notifies appropriate departments of updated or new release materials and coordinate their delivery/pick-up. Oversees the maintenance schedule for all vehicles assigned to Bulk Distribution to ensure the timely delivery of all materials.
  • Develops and implements strategic plans to ensure the print shop is current with changing technology and customer demand with respect to equipment and manpower requirements. Utilizes strategic planning to meet the ever-changing needs of the customer. Ongoing research to stay apprised of trends in the printing industry.
  • Performs the full range of personnel management functions, to include, evaluates employees' effectiveness; evaluates subordinates' performance; identifies training needs, recommends applicant selection and provides for discipline. Counsels' employees and assigns duties, directs work, approves leave requests and timesheets, to meet WMATA's rules and regulations.
  • Coordinates the installation, operation, and maintenance of the Print Shop computer network.
  • Operates and maintains high-end computer systems in a multi-platform environment.
  • Supervises the mailroom staff, ensuring all incoming mail (USPS, messenger overnight couriers) was distributed to clients and all outgoing mail was processed and ready for outgoing delivery.
  • Coordinates all internal and external mail pickups and deliveries. Ensures that all mail delivery products are directed to centralized contractor's facility at L'Enfant Plaza.
  • Supervises day-to-day operation of mail and receiving functions at Good Luck Road, including USPS, courier, interoffice as well as outgoing mail.
  • Inventory and stock supplies as needed. Ensure mail is secure based on mail type and process. Provides first level support to troubleshoot issues.
  • Works with RADS manager to facilitate paper support for 3 rd party vendor or contractor to be distributed at three key WMATA buildings (L'Enfant Plaza, New Carrollton, and Eisenhower Avenue). Ensures that paper is distributed by contractor to all WMATA floors within those aforementioned buildings.
  • Maintains RADS local area network of multi-platform equipment, web servers, file servers, email and system back-up devices.
  • Provides major assistance and instruction troubleshooting design problems on digitally prepared publications for preparation of product.
  • Manipulates software applications to adjust to requirements, plans, manages, coordinates and implements evolving technologies (hardware /software to improve or expand RADS' digital and print capabilities and efficiencies.
  • Prepares bid specifications for blanket purchase orders and contracted services. Evaluates staff through periodic written evaluations and conferences.
