Duties

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Coordinates the development of the LANTAREA Commander's annual theater strategic documents and provides leadership and supervision to assigned staff as the Operational Planning, Performance and Analysis Branch Chief.
  • Provides technical knowledge and applies multidisciplinary and interdisciplinary scientific and mathematical methods to solve operational and management problems and provide alternative solutions to Division Chiefs, LANTAREA operational managers, and District and field unit managers as a basis for decision making.
  • Develops associated problem solving methods and provides innovative alternative solutions affecting LANTAREA operations;
  • Supports the conceptualization, design, and conduct of complex operational research studies into multiple aspects of the operation and management of LANTAREA missions across its AOR
  • Assists the Division's mission to support the Area Commander in making operational-level decisions based upon mission performance, resource usage, and risk mitigation
  • Coordinates and resolves operational and resource issues related to the Division's activities.

Qualifications

Basic Requirements:

Degree: In Operations Research;

OR

At least 24 semester hours in a combination of Operations Research, Mathematics, Probability, Statistics, Mathematical Logic, Science, or subject-matter courses requiring substantial competence in college-level Mathematics or Statistics. At least 3 of the 24 semester hours must have been in calculus.

The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.

Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.

AT THE GS-14 GRADE LEVEL:

In addition to the basic qualification requirements, applicants must have one year of specialized experience equivalent to the GS-13 grade level (in the Federal sector). Examples of specialized experience include: formulating, planning, and executing broad-based analytical studies; preparing reports and recommendations; conducting research and studies of logistics operations for the area or program to determine system and procedural deficiencies; independently planning projects to solve technical problems for which definitions, methods, and/or data are highly incomplete, controversial, or uncertain; reviewing, advising on, and conducting complex development and applications analyses in support of major agency programs; and developing study methodologies to be followed.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Recruitment incentives may be authorized.

Recruitment Incentive: Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement.

Relocation Incentive: Selectee(s) for this position who are current federal employees on permanent appointments who would be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.

Student Loan Incentive: Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement.

This is a supervisory position, under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period.
