Duties

  • You will serve as an Equal Employment Opportunity Specialist whose primary duty is to provide EEO counseling at the informal complaint stage to employees and applicants for employment.
  • You will propose resolutions to issues raised, by employing innovative techniques for problem-solving.
  • You will analyze workforce competencies to identify particular occupations and lines of progression (career ladders) in which members of protected classes or groups are underrepresented.
  • You will identify systemic and/or other personnel-related issues affecting members of protected classes or groups.
  • You will develop, coordinate, review, and evaluate programs targeted for members of protected classes or groups at an assigned geographic location or within the Aircraft Division.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9-10 grade level or DA-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Managing caseload and other program responsibilities including meeting legal time requirements imposed by regulations and other job requirements; 2) Making presentations, analyzing complaints, writing reports, and interfacing one-on-one with employees and applicants for employment, managers and supervisors; 3) Utilizing knowledge of policies and practices including appeals and grievances, labor relations, position classification, recruitment and selection to know when to obtain expert technical advice or assistance to answer questions, resolve problems, or understand technical personnel issues; and 4) Conducting studies and surveys or developing questionnaires as needed to identify issues or barriers to equal employment opportunity when necessary for fact-finding and/or as requested.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

To Qualify Based on Education:

At the GS-11 Level:


Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related

Additional information

COVID VACCINATION INFORMATION: To comply with the recent preliminary nationwide injunction on Executive Order 14043, Requiring Coronavirus Disease 2019 Vaccination for Federal Employees, the Department of the Navy is not taking any action to implement or enforce the COVID-19 vaccination requirement. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
